Duties

PRIMARY PURPOSE: To serve as the Technical Director of the United States Air Force Warfare Center (USAFWC) Plans, Programs, and Requirements Directorate to provide oversight, control, guidance, and policy for all technical aspects of Operational Test & Training Infrastructure (OTTI) and the execution of Air Force-wide Operational Test and Evaluation (OT&E); Tactics, Techniques and Procedures (TTP) development; and High-end Advanced Training.

DUTIES:

  1. As Technical Director of Plans, Programs, and Requirements, develops, coordinates, recommends, and executes courses of action for the full integration of advanced Air Force, Joint, and Coalition operational capabilities into USAFWC missions for OT&E, TTP development, and high-end advanced training.
  2. Organizes and oversees all plans, advanced programs, and operational requirements for the USAFWC/A5 and A8 Directorates.
  3. Represents the USAFWC with a variety of National agencies, Unified Combatant Commands, MAJCOM, AirForce, Joint, DoD, Coalition HQs, and Industry partner organizations.
  4. Exercises supervisory personnel management responsibilities.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • The incumbent will be required to travel in military and/or commercial aircraft to perform temporary duty assignments both in CONUS and OCONUS.
  • The work is primarily sedentary. Prolonged periods of sitting, reading, computer processing, and intense data analysis are typical.
  • The incumbent may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. The incumbent may be required to carry a cell phone.
  • The incumbent is designated as an Emergency/Key/Mission Essential staff position. The duties of this position are essential to the accomplishment of wartime and/or contingency operations.
  • Experience in modeling and simulation; live, virtual, and constructive concepts; or planning, executing, and evaluating live and synthetic exercises is highly desired.
  • Operational test experience is highly desired.
  • Acquisition Professional Development Program (APDP) Program Management Level I or II Certification is highly desired.
  • APDP Science and Technology Manager or Engineering Level II or III Certification is highly desired.
  • APDP Test and Evaluation Level II or III Certification is highly desired.
  • Knowledge of and familiarity with Future Years Defense Plan (FYDP), Major Force Programs (MFP), DoD appropriations, Budget Estimate Submissions (BES), and Program Objective Memorandum (POM) programming processes are highly desired.

Qualifications

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis Series (0343)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Mastery knowledge of National, Joint, DoD, Air Force structures, organizations, missions, roles, functions, interrelationships and operations that govern, interface with, and or/influence USAFWC missions. Demonstrated ability to lead and coordinate highly visible and complex tasks, to create a collaborative environment for evaluation, deconfliction, and fusion of requirements, and to develop and advocate a shared vision and purpose among various entities.
  • Extensive knowledge of Air Force operational test and evaluation; Combat Air Force weapon systems; development and validation of new concepts relative to advanced training and tactics, techniques, and procedures; concepts, principles, practices and applicable code, regulation, policy, and issues.
  • Professional knowledge of a broad range of operational test, engineering, modeling and simulation, and analytical disciplines; the ability to understand and analyze modern weapon systems entering the Air Force; and the expert skills needed to integrate operational requirements into current high-end advanced training, testing, exercises, and tactics, techniques, and procedures development in both live and synthetic environments.
  • Comprehensive knowledge of Air Force and DoD acquisition policies, structure, concepts, principles, practices, regulations, and issues that impact requirements development, procurement, test and evaluation, and operations; possesses the skills to plan, organize, and direct actions associated with various aspects of advanced training technology review and implementation to include program management, contracting, financial management, configuration management, integration, and test.
  • Mastery knowledge of state-of-the-art Operational Test and Training Infrastructure, information and computer technologies, data instrumentation, communications systems, and modeling and simulation capabilities. Includes knowledge of a broad range of advanced training, test and evaluation, and tactics, techniques, and procedures methodologies and practices for mission-level evaluation, scope and cost planning, test design, data collection/reduction/analysis, and reporting.
  • Expert knowledge and experience with the integration of Special Access Programs and Sensitive Compartmented Information in Joint and Air Force operations; working knowledge of security regulations, practices, and procedures to assist subordinates in establishing and operating internal security programs.

  • An advanced degree from a (1) full four-year course in an accredited college or university leading to a bachelor's degree in the appropriate field of engineering or (2) acceptable course work and technical experience as described in the Group Coverage Qualification Standard for Professional and Scientific positions and the Individual Occupational Requirements, OPM Qualification Standards for General Schedule is highly desired.
