Summary

You will serve as a MANAGEMENT AND PROGRAM ANALYST in the HUMAN CAPITAL AND MANPOWER DIVISION of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

  • You will coordinate with Joint Staff, Service Personnel Centers, and Service Senior Leader Management divisions.
  • You will manage manpower requirements and allocation of active-duty, reserve, civilian, and contractor resources within the command.
  • You will develop new ways to measure program accomplishments, results, and effectiveness.
  • You will participate in analysis and evaluation of agency functions or activities being considered for conversion to contract operations.
  • You will be responsible for joint personnel accountability, strength reporting, and personnel readiness for the United States Indo-Pacific Command (USINDOINDOPACOM).

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-13 Level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Utilizing critical and analytical skills to identify complex problems, probe causes, and develop logical solutions and recommendations; 2) Analyzing and reporting progress, outcomes and recommendations in clear, concise manner to high level executives; 3) Planning, managing, organizing, and directing a small team and projects; 4) Applying pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources; and 5) Providing a range of comprehensive joint manpower, organizational, and resources services to a host of joint organizations.

GS-12 Level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Using management engineering techniques, performing studies and analyses; 2) Advising senior leaders regarding activities, policies, and guidance; 3) Organizing and directing study work with input and support from other analysts and subject matter specialists; 4) Developing techniques suitable for evaluating programs and processes and considering a wide range of issued which may affect the operation; and 5) Preparing and presenting high level briefing and monitoring implementation of accepted proposals.
