Time in Grade:
For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-05 or higher grade in the Federal Service.
For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.

Specialized Experience:
For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service.
Specialized experience is defined as experience GS-07: Assisting in the application of analytical techniques to gather and review data for evaluations of programs or processes. The work involves performing routine and well-defined tasks under close supervision as part of a larger evaluation effort.
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.
Specialized experience is defined as experience: GS-09: Applying analytical and evaluative methods to well-precedented evaluations of programs or processes. The work involves collecting, analyzing, and organizing information to draw conclusions and draft portions of evaluation reports, typically under general supervision.
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as experience: GS-11: Independently planning and conducting evaluations of programs, processes, or organizations using a range of established qualitative and/or quantitative methods. The work involves adapting analytical techniques to specific issues, interpreting complex data, and developing findings and recommendations for management.
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as experience: GS-12 Defining evaluation scope and methodology for projects with significant impact, analyzing and resolving challenging issues, and presenting findings and recommendations to senior stakeholders. May include leading a team of analysts.
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as experience: GS-13 Serving as a senior analyst or project leader responsible for conceptualizing, planning, and directing the most complex, sensitive, or critical evaluations. The work involves selecting, adapting, and applying advanced analytical and evaluative techniques to address unprecedented or highly sensitive issues, providing authoritative advice to senior leadership, and representing the organization as a subject matter expert.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GG-07 (2-grade interval) Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement may be substituted to meet the qualifying experience requirement. GG-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement.
