Summary

This position is part of the Department of Defense . The incumbent will be responsible for serving as the Foreign Military Sales (FMS) Training Officer for the Office of Defense Cooperation (ODC), France. Responsibilities include directing, supervising, and administering the training program for France

Duties

As a MANAGEMENT AND PROGRAM ANALYST (FMS TRAINING) you will be responsible for the following duties:

  • Serves as the sole point of contact and US Training Liaison Officer for military training matters, to include planning, developing, and coordinating the FMS training program for France.
  • Applies a detailed knowledge of the French Armed Forces, the Security Assistance program, and the US Armed Forces training agencies to ensure effective implementation of all aspects of the training program.
  • Reviews and evaluates training program submissions, out of cycle submissions, requests for changes, and other related program documents for compliance or consistency with overall mission objectives.
  • Assembles and analyzes associated data, summarizes impact on the French FMS training program, and develops recommendations (data calls, evaluations, and meetings) of alternative courses of action to improve efficiency and provide a basis for French Armed Forces command decisions.
  • Conducts annual inventories and updates hand receipts (or delegates to Budget Analyst) for non-expendable and durable material for ODC assigned personnel in accordance with prescribed directives.
  • Works with EUCOM and Embassy IT offices, developing workarounds while pursuing solutions to systemic problems caused by conflicts between computer networks belonging to the DoD and DOS while ODC France awaits NIPR Migration.

Qualifications

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Ability to identify the French military Services' training capabilities, schoolhouse interrelationships, and deficiencies with regard to enhancing the interoperability of US/French military forces and contributing to the improvement of the French defense establishment.
  • Ability to identify the US/French politico-military situation, economy, defense, French culture, and people, sufficient to make informed decisions.
  • Ability to sharpen interpersonal and diplomatic skills, particularly regarding the French, sufficient to effectively explain, discuss, and convince US and French military personnel at equal or higher levels of the rationale for US policy/recommendations regarding varied, complex, and often sensitive SA training program matters.
B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualifications and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.

INFORMATION FOR OVERSEAS: Overseas tour of duty for is projected to be 3 years.

You may be required sign a Transportation Agreement.

- Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July2012.

- Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above.

Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years.

- Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.

- May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism.

This includes government paid travel transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy.
