Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a MANAGEMENT AND PROGRAM ANALYST-Title 5, Position Description Number T5110000 and is part of the WI JFHQ, Wisconsin National Guard.


Duties

  • Serves as the recognized technical advisor to the installations across the component/command in CPI.
  • Makes recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls.
  • Provides technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project.
  • Assists management officials (site directors, deputy directors, and process sponsors/owners), SMEs, and others in defining project scope, priority, and project staffing with a particular emphasis on projects that cut across organizational lines and deal with complex issues.
  • Receives evaluation comments utilizing feedback mechanisms to improve performance.
  • Establishes, develops, and maintains effective working relationships with other coordinating organizations.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. *** "This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG." ***
  • The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Position requires a SECRET security clearance.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • May be subject to furlough actions.
  • Acceptance of a Federal position may terminate Tricare eligibility

Qualifications

GENERAL EXPERIENCE: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience that demonstrates the ability to:
  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE: Must have one year experience at the next lower level. Experience leading complex projects, which include making recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls. Experience with execution of a wide range of complex inspection activities for leadership. Candidate is skilled in collecting and analyzing data effectively, efficiently, and accurately. Candidate can organize thoughts, research materials, and manage case projects and ability to communicate -orally and in writing- clearly and effectively. Candidate can maintain CPI/project knowledge management system and provide strategic advice. Experience advising higher leadership and staff regarding policies, procedures, and directives of higher-level management or headquarters regarding CPI activities. Must be able to deliver presentations on program status, accomplishments, problems, requirements for support, and promotion of program objectives to senior military officers and civilians in other program offices of the National Guard. Experience with investigations per AR 15-6 preferred but not required.
