SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.
To qualify for this GS-09 position, you must meet the Specialized Experience, Education, or a combination of both as described below:
Specialized Experience - Must have at least 1 year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. Plans, organizes, and oversees the full complement of activities within the Group Commander's Support Staff (CSS). Manages personnel, unit training and administrative programs management as well as continuous improvement initiatives within the CSS. Plans, organizes and executes all Group information management and personnel activities. Oversees the preparation, maintenance, and disposition of required administrative reports and other correspondence. Reviews internal operating procedures for personnel and information management to ensure effectiveness and compliance with current directives. Analyzes directives and develops procedures for smooth CSS operations. Acquires adequate training from agencies necessary to discuss personal and professional development issues with assigned personnel. Prepares and delivers presentations such as briefings, training sessions, and consultations with serviced Commander(s), other staff agencies and functional areas to secure cooperation, resolve controversial matters and convey information. Develops and prepares a variety of correspondence and other documentation, i.e., formal memorandums, point papers, metrics, feasibility studies, staff summary packages, briefings, charts, bullet background papers, etc.

Education - Possess a master's, an equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree. NOTE: In order to be considered for this position using education as a basis of qualification, you must submit a copy of your transcripts.

Combination - A combination of Specialized Experience and Education as described above. Only graduate education in excess to 1 full year of graduate level education may be used when combining education and experience to meet the total qualification requirements. NOTE: In order to qualify for this position using a combination of experience and education, you must submit a copy of your transcripts.

EXPERIENCE REQUIREMENTS:
Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position:
- Knowledge of the principles, policies, program goals and methodology of the National Guard quality of life programs, including factors that affect work and leisure environments, to identify family issues that require exploration, development, and resolutions, and determines appropriate methods and resources such as referral to social service programs and agencies, to provide information about National Guard assistance programs, to gather and analyze information on problems and difficulties of obtaining assistance using the current system, to provide programs that address such problems, and to recommend action to improve the system.
- In-depth knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with functional managers. Knowledge of the mission and unit is essential in addition to established management principles, techniques of analysis and evaluation to identify and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution. Sufficient knowledge of administrative processes, procedures automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data. Skill in applying the facts, investigative techniques and ability to analyze data/products to determine adequacy of programs and/or deficiencies thereof. Understanding of the civilian personnel guidelines and master labor agreement in sufficient detail to collaborate with specialists from the servicing Civilian Personnel Office (CPO) and/or officials from employee bargaining unit is required to address staffing problems. Good knowledge and control of the English language and have ability to communicate orally in order to conduct briefings, give instructions, and resolve disputes. Ability to write with clarity.
