Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities, general and specialized experience):
In-depth knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with functional managers. Knowledge of the mission and unit is essential in addition to established management principles, techniques of analysis and evaluation to identify and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution. Sufficient knowledge of administrative processes, procedures automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data. Skill in applying the facts, investigative techniques and ability to analyze data/products to determine adequacy of programs and/or deficiencies thereof. Understanding of the civilian personnel guidelines and master labor agreement in sufficient detail to collaborate with specialists from the servicing Civilian Personnel Office (CPO) and/or officials from employee bargaining unit is required to address staffing problems. Good knowledge and control of the English language and have ability to communicate orally in order to conduct briefings, give instructions, and resolve disputes. Ability to write with clarity.
