Major Duties: Conducts literature reviews for initiative planning, for preparation of publications, and for evaluation. Designs and prepares reports from analyses of data, literature reviews, and other information. Makes both oral and written presentations to diverse audiences including unit Commanders, civilian subject matter experts, and lay audiences. Demonstrates the skills to tailor information to stakeholder¿s familiarity or level of comprehension. Forms recommendations for MEF-level planning to ensure training and support capabilities are timely, relevant to commanders' needs, flexible, sustainable in execution, thoroughly coordinated with leadership, and in compliance with DoD, USMC, DON and command policies. Through HQMC tasking and the appropriate chain of command, may participate in enterprise-wide epidemiologic, research and other analytic efforts to inform service-level analysis, program, and policy development.Participates on internal and external committees and workgroups related to technical, scientific, and programmatic efforts with USMC regions, HQMC, DON and other DoD entities. Writes proposals for studies and program evaluations including human subjects research requirements. Leads program evaluation efforts, conducts evaluation literature reviews, designs methods, and analyzes data to evaluate program progress and effectiveness. Develops and conducts data collection, analysis and reporting training as needed. Aids in the preparation, monitoring and assessment of binding and non-binding agreements such as memorandums of understanding and contracts.
May provide technical leadership and guidance and coordinate work of other Prevention Capability Analytic staff, other professional staff, or technical and administrative staff, as assigned. Represents MEF Prevention Capability data interests at meetings with installation collaborators and program service agencies.
Works under the close supervision of MEF Prevention Capability Director. The supervisor sets the overall objectives and determines resources available. Incumbent and supervisor, in consultation, develop guidelines, projects, and work to be done. Incumbent plans, directs, monitors, evaluates and identifies needs and resolves most conflicts within assigned projects. Incumbent interprets and applies policies in terms of established goals, objectives, and accepted practices. Controversial or unprecedented issues are brought to the attention of the supervisor, for more detailed direction and guidance. Incumbent keeps the supervisor informed of progress and potentially critical items. Completed work is reviewed for feasibility, conformance to program policy and practices, scientific and methodological appropriateness and rigor, and effectiveness in meeting specific goals and objectives.
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments, and conduct or attend presentations, conferences and meetings.
Performs other related duties as assigned.
This is a white-collar position where occasional lifting up to 20 lbs may be required.
1. Minium qualifications:Master¿s Degree, (Doctoral Degree PhD preferred), in public health non-infectious disease epidemiology, sociological epidemiology, or sociological research and four years of experience that demonstrates knowledge of and experience in a behavioral programs context OR doctoral level professional degree and at least 4 years¿ experience performing population health research, evaluation, assessment, and analysis in a macro level behavioral programs context.
2. Experience and skills in both qualitative and quantitative data collection methods, analysis, and reporting.
3. Experience using qualitative and quantitative data analysis software.
4. Experience and demonstrated skills producing written and oral data reports to audiences of varying level of subject matter expertise.
5. Experience using data to inform recommendations for behavioral programs and policies.
6. Familiarity with human subject research protection policy and procedures.
7. Two to three years supervisory experience supervising epidemiologists, social research scientists, or similar type professionals.
8. Demonstrated project management experience and skills.
9. Knowledge of behavioral and resiliency programming preferred.
Must have demonstrated ability to provide advice and assistance utilizing program and analytical research expertise to complex behavioral health issues, with an understanding of the appropriate cultural/social/political framework, as well as the ethical/legal issues related to data collection, dissemination, and use.
Must have skill to interpret and apply policies in terms of established goals, objectives, and accepted practices.
This position is considered a Non-Critical Sensitive position and the incumbent must possess or be able to obtain and maintain a SECRET (T3 or ANACI) security clearance with access up to and including secret information. They also must have knowledge of and comply with all security rules, regulations, and procedures pertaining to safe handling of classified material.
