Summary

This announcement uses the DHA for Certain Personnel of the DoD Workforce direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

This position requires service aboard the Class 1 Hopper Dredge McFarland which is owned and operated by the U.S. Army Corps of Engineers and is home ported at the Fort Mifflin Dock in Philadelphia, PA.

This position has promotion potential to WK-10 after meeting all experience and licensing requirements.

Duties

  • You will serve as a Marine Machinery Repairer (Drag Tender) in the Deck Department of the Hopper Dredge McFarland, performing maintenance on the equipment and machines in the Deck Department and operational duties of the ship's drag arms.
  • Under supervision of a credentialed employee, services, adjusts and repairs deck machinery, including anchor windlass, drag winches, boat winches, hopper door latches, hopper jetting valves, dredge pump and DPO equipment and mooring equipment
  • Operates controls for hoisting and lowering dragarms, which regulate depth at which dredging suction drag operates.
  • Performs chipping and painting of vessels equipment and superstructure
  • Uses mechanical, electrical and pneumatic hand tools in the maintenance or repair of equipment.
  • During lay days and/or shipyard periods, stands gangway watches.
  • Removes obstructions from dragheads, pipes, and pumps
  • Adjusts dragarms for maximum effectiveness.
  • Checks on maintaining lines on the vessel; makes regular rounds, checking for potential fire hazards and unsafe conditions.
  • Assists with crane loading and unloading, following oral directions and hand signals.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be willing to serve a one year probationary period, if applicable
  • Must possess a valid Transportation Worker's Identification Credential.
  • Must possess a valid U.S Coast Guard Merchant Mariners Credential.
  • Must be able to lift up to 50 lbs.
  • Must be willing and able to undergo a pre-employment physical and one annually thereafter.
  • Must be willing and able to successfully undergo a pre-employment drug test and random uranalysis thereafter.
  • Must be willing to work an irregular work schedule of 15 days on (to include evenings, weekends and holidays), followed by 13 days off.

Minimum Qualifications (Screen Out Element): Ability to do the work of a Marine Machinery Repairer (Drag Tender) without more than normal supervision to include: Your resume must demonstrate you have the ability to operate common shipboard tools to make minor repairs; and/or experience hoisting and lowering dragarms; and/or servicing or repairing deck machinery. Failure to meet this Screen Out Element will result in an ineligible rating.

PHYSICAL EFFORT:
Work requires considerable standing, stooping, and bending. Work on ladders requires incumbent to work overhead or in a stretched, cramped or awkward position. May lift and carry items weighing approximately 50 pounds.

WORKING CONDITIONS:
Works primarily aboard a Hopper dredge, but may at times work on other Army Corps vessels, barges, launches. Worker is frequently exposed to above normal temperatures and noise levels, confined spaces, and the danger of falling on slippery decks etc. When assisting in repairs, there is danger of cuts, bruises, electric shock, and broken bones. Danger of drowning exists. Subject to dust, grease, and soiling of clothing and skin surfaces.???????

Working on the Hopper Dredge McFarland:
  • The McFarland is in a ready reserve status and operates on the Delaware River 70 days per year. The remainder of the year is spent on performing maintenance or periods at the shipyard. The ship may also be called out to perform emergency dredging along the Atlantic and Gulf Coasts.
  • Regular tour of duty is 15 consecutive work days, followed by 13 days off.
  • Residence on board the dredge during the work period is a necessary condition of employment.
  • While the dredge is operating, subsistence and quarters are provided free of charge.
  • Transportation to and from the dredge is at the employee's expense.
  • When the dredge is operating in the Delaware River, access to and from Philadelphia International Airport is minutes from the Ships Home Dock which is located at the Fort Mifflin Project Office.
  • Access from major roads is also within minutes (I-95 & I-76).
  • Parking is provided at the Fort Mifflin field office for all Crew Members.
