Duties

Oversees the daily operations of the MCCS Marketing Department.  Responsible for planning, directing, initiating, and implementing a comprehensive marketing program for MCCS. The marketing program includes, but not limited to: event marketing, commercial sponsorship, direct mail, marketing correspondence, research and promotions, and oversight to website and social media content. Develops and utilizes a variety of ideas and concepts designed to enhance awareness and utilization of MCCS facilities and services. Conducts market research, including demographics, surveys, focus groups, etc. to determine trends, program effectiveness, and customer preferences.

Carries out marketing and advertising activities for MCCS departments in coordination with Division Directors and higher headquarters. Required to develop and execute an Annual Marketing Plan for MCCS MCRD San Diego. Serves as the primary point of contact for media, in coordination with Communication Strategy and Operation (COMMSTRAT), and outside organizations.

Oversees the planning organizing, contracting, administering, and monitoring of the commercial sponsorship program for MCCS.  Assist with developing advertising materials and pricing structure; act as principal negotiator ensuring the best terms for MCCS.  Ensures all MCCS Commercial Sponsorship/Advertising regulations policies are followed. Oversees the planning, organizing and execution of MCCS community wide special events, and provides event planning guidance and support to MCCS activities directly and through subordinate staff.

Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economics. Prepares internal office financial budgets, plans and related records and reports. Responsible for the oversight and executions of approved budget.  Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS.

Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.  Must be alert to alcohol abuse, and take appropriate action.  

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program.  Conducts safety meetings at least quarterly.  Advises employees of available safety regulations, instructions, materials and equipment.  Promptly reports workplace accidents to the Human Resources Office.  Ensures safety training is provided to employees.  Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions.  Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action.  Ensures minimal loss of duty by complying with ¿Return To Work¿ program initiatives, and following up on employee well-being.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

EVALUATIONS:

Qualifications

Four years¿ experience in the occupation, or a related field appropriate to the work of the position. Bachelor¿s degree from an accredited college or university in Marketing preferred. Knowledge of MCCS policies and procedures preferred. Demonstrated experience using a variety of marketing media and methods, such as graphic arts, design, illustrations, photographs, computers, broadcast, and other visual media. Strong computer skills utilizing various software programs such as Microsoft Office (Outlook, PowerPoint, Publisher, Word and Excel) Adobe Connect, Adobe Creative Cloud, Web-Ex or other digital media platforms. Must be able to identify the characteristics of target audiences and determine the most effective sources, methods, and techniques to use in reaching patrons. Ability to analyze the results of information gathering techniques, surveys, inquires, etc. to improve upon existing systems. Must have strong communications skills and ability to make effective oral, written, and electronic presentations to a mixed audience of civilian and military personnel. Must possess solid organizational and detail-orientated expertise and the ability to handle numerous projects at one time. Ability to supervise and coordinate the work of a subordinate staff.  This is a white-collar position where the occasional lifting of 20lbs. may be required.
