SUMMARY OF DUTIES:
As the senior executive for marketing and as the administrative and technical advisor to the Deputy Director, Business & Support, MCBB; Deputy Director, Marine & Family Program; Deputy Assistant Chief of Staff, MCIPAC / MCCS Director, MCBB; and Assistant Chief of Staff, MCCS, MCIPAC, the incumbent provides strategic guidance and recommendations for all MCCS divisions to enhance branding of the organization and its programs and to increase market share with external customers.
Responsible for planning, directing, initiating and implementing a comprehensive marketing program for MCCS facilities and programs located across geographically dispersed Marine Corps Bases on Okinawa, Japan and in mainland Japan, the Republic of Korea and Guam. This includes development and implementation of regional marketing plans, strategies, programs and materials applicable to a diverse range of media and markets. Be prepared to drive change to established marketing operations as new technologies emerge.
Leads by example to shape and sustain a working environment conducive to the successful performance of those entrusted to their leadership and direction. Responsible for providing direct oversight of planning, directing, initiating, and implementing a comprehensive marketing program for Marine Corps Community Services (MCCS). Develops and implements integrated marketing plans and strategies for all business operations and programs in coordination with other departments. Responsible for the commercial sponsorship program, ensuring advertising is accomplished as required by Memorandum of Agreements and / or sponsorship contractual obligation. Plans, coordinates, and conduct market research, including demographics, surveys, focus groups, etc.
Coaches, mentors, and leads by example. Sets clear performance expectations and appraises performance. Responsible for reviewing appraisals of supervisory and nonsupervisory employees. Resolves grievances and complaints and initiates appropriate corrective action for performance or conduct issues. Approves leave requests. Responsible for review and approval of timekeeping for direct reports.
The incumbent participates substantially through decision or exercise of significant judgment in taking official action for: contracting or procurement, administering or monitoring federally conferred financial or operational benefits, regulating or auditing a non-federal entity, or other activities in which final decision-making or action may have a direct and substantial economic impact on the interests of the organization.
Conducts a comprehensive commercial sponsorship program in compliance with government contracting procedures and regulations to ensure the formation of appropriate, mutually beneficial partnerships and good stewardship of the ensuing resources.
Publishes and monitors sales and distribution associated with MCCS publications to include the award-winning monthly magazine ¿Okinawa Living,¿ the annual ¿Okinawa Guide,¿ and the MCCS retail books ¿Omoide: Memories of Okinawa¿ and ¿The Best of Okinawa Living,¿ and oversee the editorial, graphic design, photography, advertising sales, printing and contracting required to produce these publications.
Carries out public relations activities and serves as the primary point of contact for media and outside organizations, including Marine Corps COMMSTRAT units, American Forces Network Okinawa, and Stars and Stripes.
Ensures compliance with established operating policies and procedures. Responsible for directing the development, administration, and execution of operating and capital budgets for all fiscal activities assigned. Exercises substantial freedom in planning, organizing, and directing an integrated financial management plan for all programs assigned. Resolves any financial, operational, or employee/labor relations problems that may impact on the effectiveness of the MCCS Marketing Branch.
Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.
This is a white-color position where occasional lifting of up to 20 pounds may be required.
