Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position will be filled as permanent.

This position is located in the Department of Public Works.

Duties

  • As a Mechanical Engineer, you will be responsible for the following:
  • Serves as project engineer with responsibility for developing the designs, plans, and specifications for plumbing, heating, ventilating, air conditioning, compressed air, air pollution and other systems of major size and complexity.
  • Performs or directs the survey and investigations as the project site to determine condition of government facilities.
  • Evaluates design objectives performs complex technical calculations, identifies most economical and efficient precedes for project design and performance considering all influences.
  • Prepares necessary drawings, specifications, and supporting documents for advertised or negotiated procurements.
  • Prepares detailed cost estimates for use in obtaining project funding and bid evaluation.
  • Prepares correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete project assignments.
  • These duties are described at the full performance level of GS-12. The duties at the GS-07, GS-09, GS-11 level are developmental leading to such performance.

  • Position requires temporary duty (TDY) business travel approximately 25% of the time.

Qualifications

These positions will be filled at either the GS-07, GS-09, GS-11, or full performance GS-12 level. If selected at the GS-07/09/11 level, non-competitive promotion potential to full performance level (GS-12) is authorized based on eligibility and management's recommendation.

In order to qualify, you must meet the education and/or specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements:
A. Bachelor's Degree (or higher): professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.(NOTE: MUST UPLOAD TRANSCRIPTS)

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test are eligible only for positions that are within or closely related to the specialty field of their registration.

2. Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A. Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Experience Required for GS-07 level: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: experience in applying a wide range of engineering theories, concepts, principles, and methods sufficient to execute a range of assignments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

OR

Education Substitution for Specialized Experience for GS-07 level: one full year of graduate level education or Superior Academic Achievement (SAA) from an accredited college or university. SAA is based on (1) class standing, (2) grade point average, or (3) honor society membership. Class standing is being in the upper third of your graduating class, based on completed courses. Grade point average(GPA) is defined as: A GPA of 3.0 or higher out of a possible 4.0 as recorded on your official transcripts or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum. Honor society membership is defined as a member of one of the national scholastic honor societies, as listed by the Association of College Honor Societies.

OR

Combination Experience and Education Substitution for Specialized Experience for GS-07 level: I have some specialized experience as described in A, but less than one year; and I have less than one full year of graduate level education as described in B. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Experience Required for GS-09 level: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: professional knowledge of mechanical engineering concepts and techniques to assist with the formulation, execution, and recommendations to modify standard practices, equipment, devices, processes, and/or techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education Substitution for Specialized Experience for GS-09 level: Successful completion of at least a Master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D, if related to this position.

OR

Combination Experience and Education Substitution for Specialized Experience for GS-09 level: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

Experience Required for GS-11 level: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: professional knowledge of Mechanical engineering concepts and techniques to resolve a wide variety of complex problems to support facilities and/or manufacturing operations; develop systematic solutions and be able to explain and defend those decisions; establishing and implementing new and revised production plans and procedures.

OR

Education Substitution for Specialized Experience for GS-11 level: Successful completion of a PhD or equivalent graduate degree, if related to this position.

OR

Combination of Education and Experience for GS-11 level: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Experience Required for GS-12 level: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: performing facilities engineering activities to assure compliance with regulations and good engineering principles; participating in contract procedures and processing requirements; analyzing, evaluating, and coordinating the engineering, design, and construction work performed by other engineers and contractors; performing business management practices when monitoring contract operations; evaluating and advising on contractual proposals; participating in negotiations with contractors for mechanical systems.
