The United States Space Force (USSF) at Wright-Patterson Air force Base is searching for a MILCON Information Technology Program Manager to support NSIC (GG-2210-13).
Description:
This role will advise the creation of the IT Enterprise team over the 5-year MILCON project and is accountable for ensuring the future facility meets all technical specifications for data center operations, secure networking, cybersecurity infrastructure, and enterprise architecture from initial concepts through commissioning and operational turnover. The primary duty is to translate NSIC's operational and mission requirements into detailed technical specifications for the MILCON project. This includes creating and overseeing the multi-year technology transition plan, managing the risks associated with the migration of enterprise services, and developing cost estimates for the initial outfitting and long-term sustainment of the new enterprise functions for the new data center, network operations center (NOC), and subordinate IT environments. . The incumbent will serve as the primary liaison between NSIC, architectural and engineering firms, and construction authorities (e.g., US Army Corps of Engineers). They will oversee the multi-year technology transition plan, manage the migration of enterprise services, and establish the initial operational and sustainment budgets for the newly established enterprise functions. This position requires a capable program management of long-range strategic projects and overseeing the technical teams responsible for bringing the new facility to full operational capability.
Ideal Candidate:
The Information Technology Program Manager is a senior GG-13 non-supervisory position responsible for leading the planning, programming, design, and establishment of all enterprise-level IT functions within a new Military Construction (MILCON) project for the National Space Intelligence Center (NSIC). The incumbent will serve as the senior technical authority and lead stakeholder for integrating mission-critical IT requirements into the facility design and construction lifecycle. This position requires a professional who is familiar with the governance and standards of the Intelligence Community and DoD, including relevant ICDs, DODIs, and NIST publications.

- Must be able to obtain and maintain a Top-Secret /SCI security clearance.
- Safeguards classified or sensitive budget-related information and/or files.
- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
- This position will close after 5 business days or 75 applications, whichever comes first.
- Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
- PCS funding is authorized.
- Employee is expected to maintain Continuing Education certification requirements.
- This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- Subject to Temporary Duty Assignment (TDY): 15 days a year.
- Cybersecurity Certification is a condition of employment.
- A college degree or relevant experience with information technology is desired.
- This position is covered by the DCIPS.
