Duties

Serve as TAG's State-level technical Subject Matter Expert, consultant and policy advisor on the full scope of military and family member readiness and well-being programs. Oversee and measure program effectiveness, adequacy of program capabilities and synchronization of Service Member and Family Readiness programs to OSD, Service, NGB policy and accreditation/certification standards. Develop and implement full spectrum Service Member and Family programs across the military lifecycle, enabling Soldier and family member self-reliance and resilience. Manage and execute budget aspects of ARNG program execution. Coordinate closely the ANG Wing Airmen and Family Program Manager(s) within the state regarding budget aspects of ANG program execution. Areas of emphasis include but not limited to family/youth readiness, service member life cycle support, mobilization/deployment/reintegration support, financial literacy/readiness, transition and employment, community outreach/partnerships, and resilience risk reduction programs. Plans, programs, budgets and executes a mix of fiscal resources (OMNG, OSD, NAF). Analyze, plan, coordinate, implement, and evaluate the placement of the ARNG family readiness service delivery system , including resources provided via OSD contracts, to address state-specific mission Readiness and unit/member geographic dispersion. Ensure programs are executed in accordance with professional standards of service in order to achieve/maintain required Family Program accreditation/certification. Develop annual and multi-year strategic plans and synchronize family readiness services and resources with NGB, Service, state and community stakeholders, and Governmental and non-Governmental agencies and organizations. Provide consultation, advice and support to Active Component installation counterparts within the state, Commanders, National Guard State leadership and NGB to ensure compliance with statutory and regulatory program requirements and guidelines, and to maximize program effectiveness. Participate in National Guard Bureau and Service working groups and advisory councils, as requested, to shape program policy and performance metrics, and inform targeted initiatives, service delivery and accreditation standards. Oversee, monitor and report program activity and performance data, per state NGB, Service and OSD standards and requirements within applicable systems.

Supervise, evaluates performance and directs the Readiness Support staff, including subordinate program team leads. and direct the Support Services staff. Demonstrate authoritative discretion, provide direction, technical oversight, budget oversight, support, guidance, and assistance to enable programs that positively impact readiness and enhance the quality of life for members and families during steady state/peacetime and mobilization/deployment periods. Assign work to subordinates; technicians, State employees, Title 5 civilians, statutory volunteers, and AGR personnel to ensure full coverage of all work/life services and activities provided by the Readiness Support; provide individual and team development, and cross training. Ensure required initial and sustainment training for staff and volunteers is completed. Ensure subordinates are held accountable for actions taken and advice provided to customer. Counsel employees regarding policies, procedures, and directives; makes or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) objectives. Develop, modify, and issue performance standards, clarify performance expectations and provide regular reoccurring feedback to subordinates on strengths and weaknesses. Hold employees responsible for satisfactory completion of work assignments. Appraise subordinate performance, ensure consistency and equity in rating techniques. Determine and recommend awards and approve within-grade increases. Hear and resolve employee complaints and refer serious unresolved complaints to higher-level management. Makes decisions on work problems presented by subordinate team leads, program specialists and contract personnel. Initiate action to correct performance or conduct problems. Effect minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepare documentation to support actions taken. Identify employee developmental Readiness and provide or arrange for training (formal and on-the-job).

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Participation in direct deposit is mandatory.
  • Supervisory positions require a 12-month trial period.

GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Experience preparing written communications and oral presentations.
