Summary

This is an Open Title 5 Excepted Service Non-Uniformed Personnel position, open to the Public and Veterans following the MN National Guard Merit Placement plan.

Duties

Major Duties: This is not an all-inclusive list

A MILITARY & FAMILY READINESS SPECIALIST, GS-0301-9, 1. Serve as fully independent advisor within geographical area of responsibility in accomplishing all objectives of the Soldier & Family Readiness Program (SFRP) for the Army National Guard to maximize retention and readiness. Provide input to develop, articulate, and implement the Family Readiness Program at the State level, inclusive of Family readiness, Family assistance, employment outreach, volunteer training and management and improvement of quality of life and well-being of Service members and Families. Conduct needs assessments to determine requirements, and identify gaps and trends. Collect and organizes Service Member, volunteer, Family, and other related data; submit data and information through the State Family Program Director or Lead Military & Family Readiness Specialists. Implement and maintain computer entry system to support reporting, for retrieval, and dissemination. Ensure accurate and timely input into the NGB-approved system of record for all applicable Service Members and Family case information, unit support, community outreach, training provision, volunteer management and other Family Program data. Coach, mentor, and train junior staff.
2. Manages and operates family assistance center and provide assistance to commands within geographical area of responsibility in support of the SFRP. Provides information resource referral and non-medical administrative case management across all essential services; including but not limited to, Crisis, Legal, Financial, TRICARE, ID Cards/DEERS, Community Information and Outreach Services, Employment/Financial Literacy, Emergency Family Assistance Center (EFAC) and Exceptional Family Member Program (EFMP). Develop and maintain a directory of resources, agencies and organizations that are available to assist Service-members, Families and survivors. Shall coordinate assistance from military, government, and civilian organizations as needed to assist Service Members, Family Members, Retirees, and Civilian Government Employees needing military quality of life support, and ensure accurate and timely input into the NGB approved system of record for all applicable Service Members and Family case information. Establish recurring outreach contact with each Service member's Designated Individual as directed by law, regulation or instruction from the Supervisory Family Support Services Specialist.
3. Provide training and technical support to Commanders and Family Readiness Liaisons to support their Unit Family Readiness program and Soldier & Family Readiness Groups (SFRGs). Responsible to conduct informal and formal training and recruiting of volunteers. Support volunteers to work with the Soldier Family Readiness Groups (SFRGs), and to instruct and train units, soldiers, and their families. Provide training and technical assistance to unit commanders and Family Readiness liaisons to develop local unit SFRGs. Recruit and complete administrative actions for the appointment of statutory volunteers. Develop and conduct orientation and training programs for volunteers, including Army Family Team Building, Army Family Action Plan and Operation Ready/Readiness Essentials for Army Leaders. Maintain a system of documenting volunteer services and hours, and a library of resource materials concerning volunteerism, and provide materials to volunteers as needed. Plans volunteer recognition activities at the unit and State levels and makes recommendations to the State Family Program Director or Lead Military & Family Readiness Specialist for state and national level volunteer awards. Initiate Invitational Travel Orders (ITOs) for volunteers. Assist units in identifying statutory volunteers to serve as State Family Program volunteer council members. Assist higher headquarters in planning and coordinating resources for family assistance at deployment cycle support and steady-state readiness activities.

Performs other duties as assigned.

  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • This position must be able to physically start position within 30 days of extended offer.
  • Excellent oral and written English communication skills.
  • Ability to work with youth and vulnerable adults.
  • Will be required to work some weekends in a compensable status.
  • Must have a valid government issued drivers license.

Qualifications

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
24 months experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems including MS Office Suite 2016 or newer. Experience briefing senior leaders and large groups of people. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to communicate information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work, or in comparable work position to be filled. Ability to work independently and be self-motivated. Must be versatile, resilient, and responsive to change.
Most Qualified (1 year or more experience):
1. College degree in Business Administration, Social Work, Project Management, or other related field.
2. Previous experience with Family Programs or a subset of Joint Services and Support Branch (J9) (R3SP, CASOPS, TAA, MFH, IPP, etc).
3. Event planning, coordination, execution of large scale events (more than 50 attendees).
4. Knowledgeable on MN National Guard force structure and vast military terminology.
5. Experience using MOBCOP and/or MARRS-N.
Well Qualified (Minimum 1 year experience):
1. Previous volunteer experience with a Soldier Family Readiness Group (SFRG), Key Partner/Spouse Group, Beyond the Yellow Ribbon (BTYR) or other military connected volunteer organization.
2. logistical experience, preferably with, coordinating community resources, coordination of volunteers for large scale (50 or more) resource distribution.
3. Content management, knowledge management, and/or Information Management Officer (IMO).
4. Familiar with MN National Guard force structure and general military terminology.

EDUCATION:
H.S. Diploma or equivalent required, college degree in related field preferred

This does not apply to Temporary Technicians or Temporary Employees
  • Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
  • Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR.
