In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes (1) Working with a wide range of mortuary principles, practices, procedures, and regulations applicable to the full range of mortuary responsibilities on a military installation and the relationship of these responsibilities to local emergency response agencies, along with the county coroner's office. (2) Working with state and country laws and regulations in regards to search and recovery procedures and installation response roles and responsibilities. (3) Working with extensive body of security rules, procedures, or operations requiring extended training and experience to perform a wide variety of interrelated or non-standard procedural assignments and resolve a wide range of problems.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of and experience in principles and practices of mortuary affairs, current death programs, search and recovery, and honor guard policies and program management.
- Skill in evaluating program effectiveness, independent development of comprehensive plans, and ability to analyze processes for improvement.
- Ability to independently plan, coordinate and guide the work of others while managing travel, lodging, memorial and funeral services in compliance with regulations, the wishes of PADD, chaplains, Honor Guard, funeral home, commanders and outside agencies.
- Knowledge of mortuary principles and practices or progressively responsible experience in two or more functions managed by a mortuary technicians.
- Knowledge of information, physical, and personnel security concepts, principles, and practices to participate in the planning and implementation of security programs in these areas.
- Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. Knowledge of policies, procedures, and regulations for using Government Purchase Card (GPC) and formulating and executing an Appropriated Funds Budget.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
