Duties
Responsible for the day-to-day operations of the assigned Morale Welfare and Recreation (MWR) Department ensuring internal controls (cash handling, daily accounting of funds, inventory, property and vehicles) are in place and in compliance with regional standards, procedures and objectives. Appraises the adequacy of action taken by facility managers to correct deficient conditions noted during inspections.
Responsible for all assigned programs administrative matters, which include but shall not be limited to: briefings, letters of operation, standard operating procedures (SOP's), special reports, management narratives, post action reports, etc.
Reviews and submits the annual Appropriated and Nonappropriated budgets for inclusion in the regional budget submission. Regularly analyzes financial reports to ensure sound financial management practices are followed, expenditures are within approved budgetary constraints and facilities meet established self-sufficiency requirements.
Conducts a continuous inspection of existing facilities, equipment and programs to determine adequacy and identify additional facility/program and patron needs. Submits recommendations for facility construction and renovation projects to supervisor. Maintains liaison and coordinates all major and minor construction projects, ensuring plan specifications are fully met.
Serves as liaison to the site Officer In Charge (OIC) regarding MWR issues, activities, facilities, programs and personnel. Provides information and concerns from the OIC to responsible Regional/Functional Director or their designee for review or resolution. Takes leadership role in disaster preparedness, emergency response and damage assessment on site.
Responsible for the supervision of facility managers and staff assigned programs assigned. Supervisory duties include assigning work, defining priorities, selecting and recommending applicants for hire, evaluating performance, recommending pay adjustments/awards, providing or recommending training, approving and/or disapproving leave requests, initiating corrective actions, and recommending formal corrective/disciplinary actions as warranted.

Qualifications
Must possess a Bachelor's Degree in Recreation, Leisure Studies, Hospitality or a related field, and a minimum of 3 years' experience in at least one area of recreation at a management level, or documented education & training plus a minimum of 5 years management experience in one or more facets of recreation.
Must possess a sound knowledge of recreational and club operations, athletic programs, hobby/social programs, and child and youth programs. Must have a thorough knowledge of financial management, including budgeting, cost and profitability, financial reporting, internal controls, auditing, and purchasing.
Must be articulate in verbal and written communication, and be able to deal effectively and efficiently with employees, customers, and all levels of the military community. Must have the ability to plan, schedule and supervise work to achieve the most efficient utilization of facilities, employees and equipment.
Must have the ability to problem solve, improvise when necessary, work under pressure and handle crises effectively.
Education
Bachelor's Degree in Recreation, Leisure Studies, Hospitality or a related field
OR
Documented education & training plus a minimum of 5 years management experience in one or more facets of recreation
