Summary

This position serves as the Director, Morale, Welfare and Recreation Program at Naval Air Station Sigonella, Italy. The incumbent is responsible for developing, implementing and improving broad-based Quality-of-Life program-s to include fitness, food service, recreation, leisure, and child & youth services. Sigonella's yearly program budget is approximately $6 million (APF $3M/NAF $3M) and employs approximately 180 non­ appropriated fund, U.S. civil service and foreign national employees.

Duties

The incumbent acts as general manager for all recreation, youth, leisure, and food and beverage programs at Naval Air Station Sigonella, Italy, which includes 32 tenant commands/units. In conjunction with division heads, organizes and administers a comprehensive MWR program. Interprets a wide range of federal and DoD regulations and directives, and develops specific policies and procedures regarding program budget, staffing, and contracting. Directs the planning, programming, budgeting and execution for appropriated (APF) and, nonappropriated (NAF) funds.

Develops specific policies and procedures on a wide range of subjects to guide and manage the above programs. These include, but are not limited to: budgets, programs, training. Provides leadership for the MWR program; implements policies and directives from the command and higher headquarters and adapts those policies to meet the needs of NAS Sigonella. Develops operating criteria and techniques for stimulating and maintaining interest in all customer service activity areas. Advises the Commander and Executive Officer on all matters of policy and planning for MWR programs.

Incumbent assures overall sound operation of MWR programs through constant communication with each of the division heads. Decides/advises on program content and direction. In conjunction with the division heads, and based on their recommendations, approves hours of operation, services inventory levels, procurement, and capital improvements. Analyzes and evaluates the quality, effectiveness and progress of all programs. Develops criteria and implements procedures for the constant evaluation of programs and services to ensure that they are translated into practical applications and that they are meeting the needs of the community.

Incumbent is responsible for the financial, facility/equipment and personnel management of the department, including budgeting and execution, cash flow, payroll, accounting, disbursement and analysis. Reviews various financial reports to determine overall operating trends and evaluates such trends in terms of possible changes or shifts in program emphasis. Develops and justifies overall budget and presents it for approval to the Commander. In conjunction with division heads, responsible for development of effective pricing, innovative marketing, and financial goals for the directorate and its entities.

Assures facilities are used effectively, well maintained, safe, suited to the needs of the community, and cost-effective to operate. Directs studies to determine the adequacy of present equipment and facilities; develops specifications and criteria for new or revised construction projects. Identifies and submits project requirements through the chain of command for approval and funding assistance.

The incumbent oversees the administration of a civilian work force of approximately 180 employees comprised of multiple civilian pay systems (GS, NAF, FNL). Directly supervises eight personnel responsible in as many functional areas within MWR. Ensures Navy directed training programs are completed and develops a culture of learning and growth for the work force through training and development initiatives.

Manages manpower assigned to the department; responsible for using the work force effectively, appropriately structuring the organization, resolving grievances and complaints referred from subordinate supervisors, initiating recruitment of and selecting personnel, conducting performance evaluations, reassignments, promotions, discipline, and on-the­ job training of personnel. Works within the framework of applicable Navy, federal and Italian government personnel rules and regulations. Responsible for ensuring that all personnel actions are free of discrimination and actively supports the command's Equal Employment Opportunity Program.

The Director is the base's representative and spokesperson for MWR in dealings with other organizations (Federal, State, Local and other DoD components} and personnel. The Director is an ex-officio member of the various advisory groups and attends conferences to acquire or present information concerning trends and techniques in associated program management.

KNOWLEDGEREQUIREDBY THE POSITION

The Director must demonstrate considerable initiative, enthusiasm and resourcefulness in planning, organizing and administering the various programs and services within the MWR Department. The facilities, programs and services offered by the departments are highly utilized, making this one of the most visible components of Naval Air Station Sigonella. The quality of the programs and services has a direct impact on the morale and quality of life.

This position requires the ability to communicate effectively with senior leadership, staff, and customers, and the ability to evaluate and adjust policies or develop new policies in the face of declining resources, and the ability to exercise leadership in decision-making and problem-solving, and to motivate subordinate personnel. Essential competencies in order of importance are:

SKILL IN ORAL COMMUNICATION

The Director must advise staff of administrative procedures to increase efficiency. External to department, the Director must verbally communicate the organization's policies and objectives and provide status updates to customers. He or she must present information and decision briefs to senior leadership in order to achieve short and long term objectives.
Additionally, the Director must be able to represent the organization at conferences, as necessary, to provide information concerning subject-matter trends and techniques.

SKILL IN WRITTEN COMMUNICATION

This position requires superior written communication -
skills in order to advise staff of organizational policies to improve teamwork, enhance efficiency, and increase
effectiveness. The Director must also communicate, regularly and in writing, the organization's policies, objectives, and status updates to customers.

The Director must be able to prepare clear and concise information and decision papers, organization policy statements, and program justifications to senior leadership. This may include preparation of white papers and briefs to provide leadership with information concerning subject-matter trends and techniques

ABILITY TO SET AND ANALYZE OPERATIONAL POLICIES, PROCEDURES AND OBJECTIVES

The position requires the ability to evaluate current operational policies and propose changes to improve efficiency. The Director will develop and promulgate operational procedures and policies, and adjust policies and procedures in light of current operational realities and resource constraints.

ABILITY TO SUPERVISE

The Director must be able to provide guidance to staff to ensure compliance with administrative policies, assign tasks and priorities for employees to accomplish organizational goals, and oversee the planning and assignment of work to ensure work is completed based on priorities. Additionally, the position requires knowledge of personnel management in order to identify and recruit candidates to fill open vacancies

SKILL IN PROGRAM MANAGEMENT

This position requires the ability to create and manage effective MWR programs and activities. This includes planning, programming, budgeting and execution of resources that affect program delivery (e.g., manpower, facilities and equipment) in accordance with established regulations and organizational goals. Also develops criteria and methods to evaluate customer satisfaction of programs; effective management of resources; and overall performance.

This position does not have a positive education requirement.

Additional information

This is a temporary promotion to a position with a higher level of responsibility, as defined by CNIC M-5300.1. In accordance with merit principles, this must be made through competitive procedures . When the selectee returns to their permanent position at the end of the temporary reassignment, the selectee's pay will be reduced to what it would have been without the tremporary reassignment.
