Summary

This position is located at Naval Air Station Lemoore under the Morale, Welfare and Recreation (MWR) Department. Responsible for the oversight of the recreation and food and beverage operations within the designated site which includes but not limited to, analysis of cost and sales to determine profit and/or loss status, staffing, analysis, labor costs, programming and marketing/advertising coordination of program and oversight of special events within the facilities.

Duties

  • Maintains administrative and fiscal oversight of various facilities which may or may not include: Gymnasium and Fitness Centers, Intramural Sports, Tennis Courts, Sport Fields, Swimming Pools, Bowling Complex, Movie Program, Outdoor Recreation Program, Information, Tickets and Tours, LIBERTY, Recreation Center, Recreational Parks, R.V. Park, Auto Skills, Personal Storage, Car Wash, Special Events, Cafés, Restaurants and Catering. Establishes and maintains operation standards directed towards accomplishing the basic mission of the activities, prepares operation budget for review, ensures food and beverage services, facilities, and equipment are in good repair, supplies are of good quality, properly programmed, marketed and advertised, properly priced for resale or consumption and are oriented towards patron satisfaction.
  • Responsible through subordinate managers for the accountability and internal controls for receipts, property and monies at the local level. Responsible for ensuring proper training, supervision and scheduling of staff through subordinate supervisors. Evaluates work performance of management staff, adjusts management schedules as needed and coordinates personnel actions for the assigned MWR operation. Resolves or recommends solutions to problems.
  • Coordinates functions/events for both recreation and food and beverage service within the site through subordinate managers, and under direct supervision of the Quality of Life Installation Program Director (N9 IPD), plans and projects operations and improvements through regular analysis of financial assets and liabilities of the department. Responsible for ensuring that maintenance and repair work is accomplished for all buildings within the recreation and dining department.
  • Analyzes financial data, reviews budgets and submits reports and recommendations to the N9 IPD. Develops and submits budget to the N9 IPD. Performs continuous analysis of cost and sales operations to determine profit and loss. Ensures that monthly and annual inventories for recreation and dining resale operations are conducted, as are special inventories to monitor other operations. Through subordinate managers is responsible for the coordination of all source data to the NRSW MWR Accounting Department, enabling accounting to compile and report fund status, operational statements, and detailed ledger information.
  • Reviews official and unofficial site correspondence pertaining to the recreation and dining department. Attends conferences and meetings in relation to Navy Fleet and Family Readiness matters at other locations as required by the N9 IPD.
  • Maintains communication with the N9 IPD ensuring appraisal of important developments within the recreation and dining department. Conducts thorough and comprehensive studies of policies, operating procedures and standards that should be established and makes recommendations to the N9 IPD. Through subordinate managers is responsible for providing programming to enhance sales and increase customer quality of life. Responsible for planning, developing, coordinating and implementing a comprehensive publicity/ advertising and sales marketing program which includes, but not limited to, ongoing sales programs designed to solicit eligible users.
  • Carries out EEO policies and communicates support of these policies to subordinates. Assures quality in determining selections, assignments, training, promotions, details, qualifications, discipline and awards to employees.
  • Ensures compliance with fire, safety, sanitation and security regulations. Performs other related duties as assigned.

Conditions of Employment

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

Qualifications

  • A degree in Business Administration, Recreation or Food and Beverage Management or equivalent experience is required. The incumbent must possess a detailed knowledge of the goals, principles and techniques of overall management of business. Related education or experience in personnel management and advertising is required. Must be able to make favorable personnel contacts with all levels of management personnel, command officials, and department employees.
  • Extensive experience in a supervisory capacity and/or business environment requiring in-depth knowledge in all phases of a recreation and food and beverage operation including entertainment and programming. Must have extensive background in budgeting, financial management and planning. Must be able to travel, visit other facilities, appraise different services and evaluate similarities and differences according to their respective missions as they related to our services.
  • Must be a positive leader, able to influence the actions of others in obtaining cooperation and assistance to meet the NRSW mission and vision. Must be fully experience in dealing and communicating with others; must have abilities to negotiate, settle disputes; obtains and maintains good relations.
  • Must be able to present and sell initial ideas, plans and programs for approval of the N9 IPD.

Not required if equivalent experience is relavent.
