Summary
The Morale, Welfare, and Recreation (MWR) Director serves as the principal advisor to the Commanding Officer and lead executive responsible for the strategic direction, operational productivity, and cost-effectiveness of MWR programs under Commander, Navy Region Mid-Atlantic (CNRMA). The MWR operation is comprised of Deployed Forces, Community Recreation, Fitness, Sports, Aquatics, Golf, Food & Beverage, Bowling, Liberty and Navy Getaways.

Duties

Administration (40%)
-
Ensures the successful management, administration, and operation of all MWR activities, services, and facilities.

Develops, executes, and interprets policies, serving as the principal advisor to installation leadership on all MWR matters, and personally resolves complex issues.

Continuously reviews programs to ensure high standards of performance and customer service, identifies areas for improvement, and drives efforts to achieve and maintain program accreditation.

Performs long-range planning to forecast operational requirements, ensuring facilities are well-maintained and cost-effective, and develops studies to evaluate the adequacy of current services.

Administers and ensures full compliance with all fire, safety, sanitation, security, and occupational health programs.
Financial Management (30%)
-
Directs the financial, operational, and personnel assets for both Appropriated Fund (APF) and Non-appropriated Fund (NAF) organizations.

Optimizes program delivery through standard business practices, cost reduction, and efficiency improvements; develops and implements innovative business methods to achieve goals while managing resources effectively.

Manages the overall financial wellbeing of MWR program, including the development and execution of comprehensive budgets and business plans.

Analyzes financial data and budget execution to ensure maximum benefit from resources, forecasts program requirements, and prepares reports and justifications for senior leadership.

Ensures all staff adhere to authorized acquisition methods and that all financial records and assets are secure.
Technical Oversight (30%)

Provides technical guidance and administrative oversight for a large, diverse team of professional, technical, and skilled employees.

Performs the full range of supervisory duties, including assigning work, defining priorities, hiring, evaluating performance, managing training, and initiating corrective actions as needed.

Analyzes manpower requirements and recommends staffing level adjustments to meet mission demands.

- Must be able to work varied work schedules to include nights, weekends and holidays.
- Occasional travel of less than 10% percent may be required.

Qualifications
Specialized Experience Required: You must meet the following requirements by the closing date of this announcement. One year of specialized experience demonstrating the ability to perform the duties of this position. This experience must be directly related to the work of the position. Experience must show progressively responsible administrative/management work.

- Ability to fully exercise all delegated supervisory and managerial authority possible with responsibility for accomplishing the designated mission.
- Ability to supervise and direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative.
- Knowledge of a wide range of principles, concepts and techniques relating to the mission, vision, and functions of MWR programs.
- Ability to develop a thorough understanding of the mission and objectives to conduct in-depth, comprehensive analysis relating to actions, projects and programs, provide recommendations, and make decisions from an overall top management standpoint.
- Thorough knowledge of the organizational structure and relationships of short- and long-range planning to support numerous management programs and to integrate, fully coordinate, balance and monitor a wide variety of complex projects, actions and initiatives.
- Knowledge and skill in applying analytical and evaluative methods and techniques.
- Ability to plan, conduct and document a variety of comprehensive studies and reports.
- Knowledge of general business principles of financial management, including budgeting, cost and profitability, financial reporting, internal controls, auditing, and purchasing, for non-appropriated funds to ensure best use of resources and to plan for operating costs, major and minor construction, renovation, and capital purchases.
- Skill in presenting briefs and presentations.
- Knowledge in facility management to ensure all spaces are fully and properly programmed, utilized, maintained and when necessary, renovated or replaced.
- Ability to plan, schedule and supervise work to achieve the most efficient utilization of facilities, employees and equipment.
- Ability to solve, improvise, work under pressure and handle crises effectively.
- Skill in developing new methods, approaches, and procedures to ensure programs are kept current with patron desires, and full utilization of personnel and resources are consistently realized.
- Ability to interpret complex instructions, directives, and correspondence and to apply them to specific situations throughout the chain of command.
- Ability to effectively communicate orally and in writing.

Education may not be substituted for specialist experience at this level.
