Summary

The position is located in the Maintenance Division of the Morale, Welfare and Recreation Department, in the Commander Navy Region Southwest (CNRSW). The incumbent is involved in installing, modifying and repairing new and existing utility, supply and disposal systems such as sewage, water, oil and gas distribution system for facilities and buildings belonging to the Morale, Welfare and Recreation (MWR) Department in CNRSW.

Duties

A. Installs, modifies and makes repairs to sinks, commodes, disposal units, dishwashers, water lines, drains, pipes, valves, and other related equipment. Locates source or problem, removes, cleans, replaces parts as needed to insure proper operation, flow, and drainage of equipment and facilities.
B. Determines feasibility of work order by using building plans and blueprints, determines if work should be referred to Public Works Center. Determines material and parts needed, time frame to complete job with estimated cost of MWR projects.
C. Assists in the updating of facilities by painting, refinishing, carpeting and repairing walls, ceilings, furniture and floors, both wooden or tile.
D. Operates a motor vehicle in getting to and from assignments. Prepares vehicle reports as needed. Checks vehicle or proper maintenance/safety checks, such as gas and oil, required oil change and brakes are in proper order, etc. Secures vehicle in designated area at end of day.
E. Cleans all work areas and other assigned areas. Performs preventive maintenance of shop tools and equipment.

  • Works inside and outside, may work in areas that are hot, cold, damp, drafty or poorly lighted.
  • Frequently exposed to the possibility of cuts, scrapes, bruises, and unpleasant odors. Will be exposed to fumes from fiberglass, resins, paints and chemicals.
  • Will be required to wear protective clothing and safety equipment (such as mask and respirator) when working around fumes.
  • Incumbent regularly is required to perform duties which requires long standing, stooping, bending and working in tiring and uncomfortable positions.
  • Lifting and carrying supplies, materials that weigh up to 40 pounds. When required to lift heavier materials hand trucks or dollies will be used.

Qualifications

Incumbent must be able to understand and carry out verbal and written instructions.
Must have knowledge of standard plumbing methods and techniques, with three years experience.
Have ability to use hand tools such as tapes, hacksaws, pipe threaders, pipe wrenches, hammer, etc.
Capable of using power tools, such as skill saws, table saws, plumb bobs hydrostatic pumps, power drills, etc., in a safe effective way.
Capable of mixing stains, paints, and other coatings according to written or oral directions, ability to recognize the proper appearance and consistency. Ability to apply coatings and paint.
Posses a California driver's license to qualify for government drivers.
Must have the ability to interpret and apply building plans and blueprints, use shop mathematics, and layout such things as angles, arcs, and circles.

The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.

Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.

Non-U.S. citizens with fewer than three years of recent residential history in the U.S. may be determined ineligible for employment.
