Summary

The MWR Program Analyst reports to the Morale, Well-being, and Recreation (MWR) Program Manager at the Community Services Command in Chesapeake, Virginia. Position serves as the Youth Program Manager for the Coast Guard. Additionally, the role provides support in other aspects of MWR program management.

Duties

  • Develops, maintains, revises, and provides reviews of MWR and Youth Commandant instruction manuals, instructions, and other policies supporting the MWR program. Submits for clearance and signature as needed. Monitor research, and recommends policies, procedures, and plans in response to U.S. Code, Congressional legislation, Executive Orders, regulations of other Government departments (DHS, OMB, USCG, and Department of Defense), and other industry practices.
  • Provide interpretations and explanations of NAF policies, Federal regulations, and CG policies to Command and field personnel. Develop plans to ensure alignment and efficiencies with existing CG program offices to maximize MWR and Youth support across the service.
  • Maintains collaborative partnerships with internal and external colleagues. Establishes and fosters key relationships with MWR field units.
  • Provides guidance and support to MWR units to ensure proper execution of the MWR and Youth Programs. Provides guidance for safety reviews, inspection checklists, plans, and other related program items to ensure the proper execution of MWR and Youth programs. Provides risk assessments and advice regarding general liability and insurance related issues.
  • Develops program goals and identifies key initiatives to enhance MWR Youth programs across the service. Advises management on program effectiveness. Provides solutions and recommendations for problems. Remediate problems as required.
  • Ensures external and internal reporting requirements are met. Develops issue papers, decision memorandums, PowerPoint briefs, resource proposals, and other required documentation.
  • Coordinates with other military service representatives to leverage relationships, lessons learned, and program documentation. Coordinate with MWR and Youth external partners and industry representatives to enhance MWR programming.
  • Position requires travel to visit CG commands, attend training and meet with key partners in the MWR and Youth program, and for various other requirements.
  • Overseeing Youth Program budget, funding support for the field, and procurement related to program management.
  • Performs other related duties as assigned.

Qualifications

REQUIRED:

Minimum:
  • Four years general experience (year to year basis) OR a bachelor's degree from an accredited university in parks, recreation, leisure, fitness, business administration, or a related field, and at least two years of specialized experience.
  • Advanced experience in Microsoft Word.
  • Two years' experience in Child and/or Youth Programming.
  • Advanced writing skills.
  • This is a white-collar position where occasional lifting up to 20 lbs. may be required.

PREFERRED: (in addition to the minimum):
  • Military Child and/or Youth Programming Experience
