Summary

This position is with CNRSW, MWR, Deployed Forces Support, San Diego. Responsible for supporting and coordinating the efforts of the MWR Departments, in the Southwest Region, in meeting the needs of afloat units. Providing formal training to shipboard recreation services personnel. Locally implementing and executing CNIC Fleet Recreation O&MN equipment grant program. Providing assistance to the fleet in property management, internal controls and financial administration.

Duties

A. Support and Coordination

The incumbent serves as a liaison between the fleet and MWR Departments. As such, they support the department in delivering programs to the shipboard community and facilitate fleet participation in departmental activities. The Deployed Forces Support Coordinator works closely with Recreation Department Athletic Directors, Publicity Managers, Information Tickets and Tour Managers and all MWR department facility managers.

B. Training

The incumbent provides training a Recreation Services Officers, Fund Custodians and Afloat Civilians by presenting the Fleet Recreation Management Course as a qualified course manager. Provides technical training in the functional areas of afloat recreation program accounting, auditing, procurement, general program administration and fund management.

C. CNIC O&MN Equipment Grant Program

Deployed Forces Support Coordinators manage the CNIC fleet exercise/recreation equipment grant program for the Southwest Region. To that end, the incumbent surveys homeported ships to determine exercise/recreation equipment needs, both short term and long-term. Equipment cost and complexity range from simple items (e.g., softball gloves) to highly technical items (e.g., electronic a fitness equipment). Shipboard requirements must be met within the limits of allocated funding and product availability. The incumbent completes all phases of the procurement process including storage and distribution. Proper administration of the program requires extensive record keeping and attention to detail.

D. Management Support

Deployed Forces Support Coordinators serve as a source of management support for shipboard creation personnel. Examples of assistance include the following:

  • Development of internal controls

  • Budgeting

  • General administration and record keeping

  • Policy interpretation

  • Procurement, both APF and NAF

  • Design of shipboard fitness spaces

  • Planning, supervision and evaluation of programs

  • Library Resource Center (LRC) design

  • Computerization of records and files

  • Financial management and administration

  • Indoctrination briefs

E. Recreational Programming

The incumbent coordinates shipboard participation in MWR Department recreational programs and as well as assisting ships in the development of command-sponsored activities. Recreational programs may also be sponsored by the Deployed Forces Support Coordinators for individual ships, squadrons, groups of ships import. The incumbent locally manages the programs offered by other elements in the chain of command such as Commander, Navy Installation Command and the Commander in Chief, Pacific Fleet.

F. Civilian Afloat Program

The incumbent assists and supports CNIC's Civilian Afloat Program. Coordinates base orientation process for new civilian afloat specialists and liaisons between the employees and Southwest Region MWR Departments.

Conditions of employment

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must complete the Deployed forces Afloat Recreation Management Course
  • This position is subject to an irregular tour of duty which includes weekends and holidays
  • Must have a valid state driver's license

Qualifications

Formal education with a four-year baccalaureate (bachelor's) degree from an accredited college or university with a major in recreation administration, exercise science, tourism or physical education or a master's-level graduate degree in recreation administration or business administration is desired.

Equivalent experience may be substituted for formal education.

Specialized training includes completion of the Fleet Recreation Management Course (FRMC) and formal qualification as Course Manager for the FRMC.

Incumbent must obtain this certification within one (1) year of accepting this position. The position requires specialized experience of at least five years:

  • Knowledge of policies and procedures regarding the expenditure and accountability of U.S. government appropriated and nonappropriated funds.

  • Knowledge of policies and procedures regarding the procurement, control and disposition of U.S. government appropriated and nonappropriated property.

  • General knowledge of Navy policies, organization and administration; in-depth knowledge of Navy Recreation policies, administration and procedures.

  • Knowledge of exercise equipment suitable for shipboard use and skill in designing shipboard fitness spaces.

  • Skill in presenting briefs, lectures and formal education programs.

  • Ability to manage and coordinate limited assets in response to the dynamic needs and requirements of the fleet.

  • Knowledge of the principles of shipboard recreation, underway and inport.

  • Skill in using common computer applications such as word processing, database, spreadsheet, and desktop publishing.

Additional information

Executive Order 12564 requires a Federal workplace free of illegal drugs. According to the Executive Order, all Federal employees are required to remain drug free throughout their employment. All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.

Per Department of Defense Instruction (DoDI) 1402.05. Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.

Non-U.S. citizens with fewer than three years of recent residential history in the U.S. may be determined ineligible for employment.
