Summary

Incumbent works in the Commander, Navy Region, Southwest (CNRSW) Morale, Welfare and Recreation (MWR) Program Fitness Division under the general supervision of the Fitness Director. Incumbent provides support and assists in the operation of the FFR/MWR Fitness Program. The purpose of this position is to plan and carry out a comprehensive fitness program to all fitness activities to meet the needs of eligible patrons.

Duties

  • Assists in planning and implementing a comprehensive fitness program for active and retired military, authorized civilians, contractors, and dependents at one or more facilities. These programs include group exercise, fitness incentives, and Navy physical readiness.
  • Provides guidance to all Fitness Center staff in the absence of the Fitness Director.
  • Plans, organizes and conducts fitness specific conditioning sessions, fitness assessments, clinics or seminars to train patrons.
  • Ensures Fitness Specialists are trained and certified to lead Command physical training (PT), group exercise, and/or conduct personal training sessions.
  • Serves as the subject matter expert on exercise science for the Installation.
  • Provides guidance and recommendations on Command physical training programs as requested to the installation Command Fitness Leaders. (CFL)
  • Provides initial and refresher training for CFLs.
  • Attends installation meetings related to the fitness program.
  • Ensures exercise, nutrition and behavioral health education programs are incorporated into the installation fitness programs.
  • Assists in conducting training clinics. Clinics may include Navy Operational Fitness and Fueling System, proper implementation and maintenance of conditioning for aerobic/anaerobic fitness, muscular strength, muscular endurance, body composition, flexibility training, nutrition education and/or other specific needs.
  • Makes and/or coordinates repairs of fitness facility equipment.
  • Ensures all applicable rules and regulations pertaining to fitness areas are posted and observed.
  • Works with various command representatives in developing and implementing fitness programs for military personnel. Instructs individuals and groups in the proper implementation of conditioning and training programs for aerobic fitness, etc. Ensures maximum effectiveness in attracting and motivating participants in recurring and nonrecurring fitness activities and special events to include but not limited to runs, fitness education classes, fitness special events, etc.
  • Coordinates and schedules fitness programs and instructors for classes. Will be required to teach fitness classes in the event that an instructor is not available or to meet programming needs.
  • Interviews and hires new fitness staff and provides them with required orientation, plans and assigns work, scheduling, resolves problems, approves leave, under direction initiates discipline or meritorious, as appropriate, develops training plans and promotes equal employment opportunity.
  • Inspects area for general condition, safety hazards or for routine maintenance needs and reports findings to supervisor. Maintains equipment and facility in accordance with health, safety, sanitation and fire regulations.
  • May open and/or close fitness facilities according to established procedures.
  • Performs other duties as assigned.

Conditions of Employment

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • The work requires standing, sitting, walking and lifting 50 pounds or more while performing duties.
  • Irregular working hours may be required to include early shift, late shift, evenings, weekends and holidays when the need arises.
  • Cardiopulmonary Resuscitation, First Aid and AED certification is required.
  • Must have or be able to obtain and maintain a valid state driver's license.

Qualifications

Knowledge of fitness and related fitness programs that would be obtained with a minimum of three years of progressive experience in fitness programs and preferably have a four-year undergraduate degree in Heath, Fitness, Recreation or related field.
Knowledge that enables the employee to competently and independently carry out fitness programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community to be served.

Knowledge of anatomy, physiology and kinesiology as related to exercise and physical fitness.

Knowledge of military physical fitness standards and testing procedures.

Knowledge of a wide range of principles, concepts and techniques that govern physical fitness programs which includes knowledge of exercise science, strength conditioning, nutrition, weight loss/control, cardiovascular endurance, exercise requirements and projected results.

Knowledge of bio-mechanics, fitness testing and exercise prescription supplemented with a knowledge of proper procedures in the use of strength training equipment, nutrition, exercise, physical fitness programming and testing equipment.

Skill in planning and executing a comprehensive fitness, aquatics, and /or sports program that includes a variety of fitness and/or aquatics activities and/or individual and team sports which meets the needs of the participating community.

Skill in effectively organizing and utilizing available community resources.

Ability to analyze and prepare clear, concise and technically sound reports related to work within the Branch.

Must have an in depth knowledge of activities, interest and needs of the military community to plan and conduct programs which will attract a maximum number of participants.

Knowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs.

Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other Operating Systems used in the program area.

Ability to develop and effectively deliver presentations and/or trainings.

Ability to communicate effectively both orally and in writing and follow verbal written instructions.

Skill in effectively organizing and utilizing available community resources.

Ability to perform the full range of supervisory duties.


Education

The elements below are preferred. A combination of two of these elements may sufficiently qualify an individual to perform their duties as a program manager.

  • Four year degree in exercise science or a related field for civilian personnel
  • Professional certification by an accredited health/fitness organization
  • At least three years of experience in the fitness industry/field for civilian personnel

Additional information

The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.

Per Department of Defense Instruction (DoDI) 1402.05. Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.

Non-U.S. citizens with fewer than three years of recent residential history in the U.S. may be determined ineligible for employment.
