Summary

This position is located at installations within Commander Navy Region Southwest. The incumbent serves as the Sports and Fitness Director, MWR Division of the Fleet and Family Readiness Department. Directs a comprehensive program of sports, fitness and aquatic programs and activities. The purpose of the position is to provide the leadership, supervision, of the operation and execution of comprehensive sports, fitness and aquatics program for installation commands and tenant activities.

Duties

  • Develops, manages, plans and administers a diverse sports, fitness and aquatics program.
  • Supervises three or more Supervisory Recreation Specialists (NF-0188-03) or Sports, Fitness and Aquatics Coordinators and approximately 30 full-time and part-time non-appropriated and appropriated fund personnel. Responsible for training supervising and scheduling. Interviews and prepares necessary paperwork for hiring personnel. Evaluates performance; initiates appropriate disciplinary actions. Work is reviewed for timeliness and compliance with policies and procedures
  • Maintains management and operational control and oversight of gymnasiums (2 or more), fitness centers (3 or more), swimming pools (1 or more), intramural sports programs, special sports, fitness and aquatic events and outdoor courts and fields. Uses initiative, judgment and originality in sports, fitness and aquatic programming, planning, marketing and control. Continuously evaluates customer needs and devises procedures for use by subordinates' managers to evaluate patron's needs and interests on an on-going basis. Takes corrective action, as required, to ensure accuracy of data and effectiveness of programs, activities and business processes. Responsible for programming base wide sports, fitness and aquatic special events, targeting base population and working in conjunction with tenant commands and activities.
  • Develops activity goals and objectives. Supports the customer feedback program, employee recognition program, facility inspections and divisional programming efforts. Develops short- and long-range plans to ensure that the recreation program remains up to date. Responsible for providing sports, fitness and aquatic activities and programs for authorized patrons as a means of improving fitness and health enhancement and providing a support system for active-duty Navy through evaluation, education and exercise.
  • Establishes and monitors employee training for all sports, fitness and aquatic program personnel. Provides guidance to subordinate managers in the development of individual training plans. Ensures all levels of supervision are informed of program policies, special events, problems or other pertinent information. Ensures equal opportunity employment practice. Schedules and publicizes all activities and programs ensuring maximum effectiveness in attracting and motivating participants and in providing the widest possible range of activities and programs in terms of interest and needs.
  • Represents the sports, fitness and aquatic programs at mandatory meetings, various conferences, budget review, etc., concerning current and future programs, practices and trends. Responsible for ensuring that maintenance and repair is accomplished for all equipment and grounds within the sports, fitness and aquatic program. Establishes and maintains adequate replenishment levels for supplies and materials. Makes recommendations for purchases, surveys, repairs and/or modifications. Develops and establishes budget criteria for the sports, fitness and aquatic programs. Analyzes financial data, reviews the budget and submits reports and recommendations. Ensures financial integrity for the operation and required reports and records are properly maintained.
  • Provides for adequate staffing; effective training and supervision of subordinate employees; informs staff of required operational policies. Evaluates personnel performance, initiates disciplinary action and recommends other appropriate personnel actions. Ensures compliance with fire, safety, sanitation and security regulations. Carries out EEO policies and communicates support of these policies to subordinates. Assures quality in determining selections, assignments, training, promotions, details, qualifications, discipline and awards to employees. Cooperates and participates fully in the development of an EEO affirmative action plan and efforts regarding staffing, motivation and training to develop all employees. Ensures that minorities and women are considered for opportunities and are also nominated/appointed to boards and committees. Coordinates efforts with EEO officials during the development of policy.

Qualifications

  • Comprehensive knowledge of fitness, sports and aquatic policies, requirements, administrative practices and procedures related to the planning, budgeting, scheduling, and coordinating of sports and fitness programs and to the efficient operation and utilization of facilities and equipment. Skill in negotiating program issues and operational requirements with personnel inside and outside the local installation, community organizations and patrons.
  • Ability to effectively direct and coordinate the functions of several recreation facilities and activities, diverse in nature.
  • Knowledge and skill in directing the application of sports, fitness or recreation management principles, concepts and methodology to a variety of unconventional unusually difficult and complex assignments involving the full range of recreation activities including operations and maintenance, financial management, assignment, utilization, improvements, management-patron relations, merchandise and equipment management.
  • Ability to develop local procedures and policies based on the effective interpretation of DON/DOD regulations. Effective written and oral communication skills enabling effective communication with higher rank civilian and military officials.

Education

Incumbent must have, as a minimum, a Bachelor's degree in Recreation, Physical Education or related field, or have equivalent work experience.
