Conditions of employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- Must be qualified to operate Government motor vehicles in accordance with current standards and guidelines, and must be able to obtain and maintain a valid state issued civilian driver's license.
- Must be able to handle and lift objects weighing up to 70 pounds with repeated walking, bending and climbing.
- Pre-employment physical is required for this position.
- Temporary duty (TDY) travel may be required 15% or less of the time.
- All INSCOM staff may be subject to extended TDY or worldwide deployments during crisis to perform mission essential functions as determined by management.
- Must meet USPS and DoD requirements for the handling of sensitive materials.
- Must have never been removed for cause from work in a postal, mail, or other communications activity.
- Required to submit Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATION REQUIREMENT:
To qualify, your resume must describe at least one (1) year of specialized experience equivalent to the GG/GS-07 or higher grade level in Federal service OR one (1) year of specialized experience equivalent to the GG/GS-08 grade level or higher outside of the federal service which prepared you to do the work in this job. Specialized experience is defined as:
1. Interpreting and applying standard postal regulations (e.g., USPS, DOD, or organizational guidelines) to process official mail and resolve mail handling issues; AND
2. Tracking postal expenditures, maintaining mail center accounts, or operating postage equipment to ensure accurate billing and accountability; AND
3. Operating motor vehicles to transport and deliver mail or sensitive materials, including adhering to established security protocols and maintaining basic vehicle logs or records.
Applicants will be evaluated to determine if they meet the minimum qualification requirements listed above.
Additionally, your resume should show that you possess the following knowledge, skills and abilities (KSAs) associated with the position:
1. Skill and ability to interpret postal laws, statues, policies, directives, regulations and
procedures to effectively manage a Mail and Distribution Center's operations.
2. Knowledge of mail handling techniques and equipment to assess and evaluate the effectiveness of
possible alternative methods and equipment in light of current and future operations.
3. Knowledge of and skill in managing and accurately accounting for official mail
resources, expenditures, and funds.
4. Knowledge of mail security plans and continuity of operations plans (COOP).
5. Knowledge of official mail control procedures, programs and publications to monitor, evaluate
and perform inspections as required.
6. MUST possess a working knowledge of and be skilled in utilizing the Postage Meter.
7. Knowledge of contracting officer representative (COR) responsibilities.
8. Skills in both oral and written communication to effectively conduct training sessions, give
briengs, prepare reports, and participate in working groups, meetings and conferences.
9. Skill and prociency in operating office automation equipment and utilizing various software
applications (such as word processing, database, spreadsheet, and graphics programs) necessary to
create, organize, store, and retrieve data, maintain databases, and prepare reports.
10. Ability to evaluate and analyze trends, identify and resolve problems, recommend more
efficient procedures, and interpret and adapt guidelines.

- This position requires a 2 year trial period During which the agency evaluates your fitness and whether your continued employment advances the public interest.
