Summary

The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Hampton VA Medical Center, Engineering Service, Maintenance and Repair Section, Hampton, Virginia. The primary purpose of the position is to maintain mechanical, electrical' plumbing, industrial equipment and piping systems.

Duties

Heating, Ventilation, Air Conditioning & Refrigeration (HVACR)

Work includes, but is not limited to the following: Installation, testing, troubleshooting, repair, overhaul and preventative maintenance of commercial and industrial sized air handler units, condensing units, heat pumps, 900 ton centrifugal chillers, cooling towers, exhaust systems, humidification systems, mini-split systems, window air conditions, circulating pumps, VAV boxes, thermostats, control wiring, valves, compressors, refrigerant and steam piping and other systems and components typical to the HVACR trade. Maintenance Mechanics monitor room temperatures, relative humidity levels' and
equipment information through energy management systems and respond to problems accordingly. Position requires reclaiming refrigerant and complying with EPA regulations specific to refrigerant gases.

Electrical

Work includes, but is not limited to the following: Testing, troubleshooting and repair of electrical distribution systems and equipment for emergency and normal power sources. Examples of equipment and components include 'emergency generators, electric panels, circuit breakers, fuses, motors, relays, lighting fixtures, switches, receptacles, controls, transformers, alarm systems, cable trays and circuit wiring.

Plumbing/Pipefitting

Work includes installation, troubleshooting, and repair of plumbing and piping systems. Installs and repairs equipment and systems such as medical gas, steam, air, water, condensate pumps, radiators, automatic and manual valves, water closets, water fixtures, water heaters, and flash and expansion tanks. Piping systems and peripheral equipment to include water, natural gas, high/medium/low pressure steam and condensate, medical gases, compressed air, heating and cooling, sewer, fire protection, irrigation, and deionized water. Traces and troubleshoots pipelines, systems, and
equipment to locate and repair leaks and trouble spots. Tests systems and equipment for proper operation, circulation, flow, pressure and leak-free joints.

Industrial Equipment

Work includes, but is not limited to the following: Installation, testing, troubleshooting, repair, overhaul, disassembly, assembly and preventative maintenance of medical gas systems and components (air/oxygen/vacuum), air compressors, vacuum and air pumps, compressors; food service equipment such as commercial cooking and reheating equipment, ovens, ranges, broilers, deep fat fryers, ice machines, etc. Maintenance Mechanic will also service and repair conveyor systems, medical equipment carts, food service carts; housekeeping industrial equipment such as floor strippers, buffers, vacuums, and laundry equipment such as industrial washers, dryers and electric delivery carts.

Other related duties as assigned.

Work Schedule: 7am to 3:30pm Monday through Friday. Must have the flexibility to work outside the normal tour of duty which may include weekends and holidays.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Skill and Knowledge: Maintenance Mechanics must be journeyman level in two maintenance trades, typically mechanical and electrical. They must have knowledge of the operation of equipment and systems for both trades. Must possess Certification as a Universal Technician as required by 40 CFR Part 82, Subpart F for Refrigerant Recovery. They must be able to independently read, interpret and apply blueprints, schematics and specifications as well as technical manuals, safety standards and various national codes. They shall be skilled in using math formulas to determine pressures, air exchanges and required flows as well as quantities of materials. They must be proficient at using tools typical to the mechanical and electrical trades such as stationary and portable power tools, hand tools and other specialized equipment. Examples include saws, drill presses, grinders, torches, many types of meters, circuit testers, vacuum and other gauges, timing lights, refrigerant recovery units, air measuring equipment, sheet metal tools, dial indicators, conduit benders, etc. Maintenance Mechanics must be well versed in parts, materials and trade practices for mechanical and electrical trades including manufacturer suppliers. They must have reasoning ability to determine the impact of their actions relating to repair and service to equipment and systems such as taking down a critical medical gas system. The mechanic must understand local, state, federal, and VA policies as well as Codes. Specifically, their work shall conform to codes such as NFPA Standards on accomplishing firestopping on fire and smoke wall penetrations; The Joint Commission Standards primarily including - Environment of Care (EC) & Life Safety (LS); other authorities having jurisdiction; etc.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Effort: Heavy physical efforts are required. Must be able to lift heavy objects, walk, bend, stoop, climb, and crawl and stand on feet for extended periods of time. Mechanic must be able to work in tight and restrictive spaces such as under buildings, under equipment, in attics, in tunnels, etc., and at high elevations such as on roofs, scaffolds, ladders, in towers, etc., in excess of 30 feet. Mechanic may work in tiring positions for prolonged periods. Work requires frequent ยท standing, bending, stooping, crouching, and arm movement. Mechanics sometimes work in cramped areas, on temporary platforms, and overhead and frequently lift and carry items weighing up to 20 kilograms (45 pounds). Mechanics in this position may occasionally lift heavier items with assistance.

Working Conditions: Position must be able to work under stressful conditions typical to the hospital environment. Must be able to meet deadlines, work with others and to adapt to often quick changes in assignments and procedures as necessary to get the work completed. Often position must work in confined and poorly ventilated areas, both inside and outside. Mechanic is subject to working in all types of weather including inclement weather as position is deemed essential to the vital function of the hospital. Mechanics in this position are subject to various conditions that may result in burns, abrasions, cuts, and working in areas that are hot, cold, damp, dusty, dirty and potential for coming into contact with contaminated articles. Subject to possible injuries from falling off of ladders, scaffolds, etc. Maintenance Mechanics are required to wear uniforms and all personal protective equipment provided by the government and assigned to him as each situation warrants, such as eye, hearing, head, feet and respiration protective devices. Some of the protective devices used by the position are uncomfortable and are worn for long periods.
