This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Performs a variety of tasks involved with the maintenance and upkeep of buildings, grounds, and snow removal across the installation.
  • Plans and completes the work from initial layout to final assembly or installation.
  • Installs, modifies, repairs, troubleshoots (tracing and locating defects), loads and tests new and existing electrical lines, circuits, systems, fixtures, controls and equipment.
  • Performs full range of plumbing tasks including installing, modifying, and repairing new and existing utility, supply, and disposal systems and equipment.
  • Duties include installing, recognizing cause of faulty equipment and making repairs on a variety of systems that provide for heating, cooling, humidifying, dehumidifying, cleaning, filtering and circulating for different kinds of structures.
  • Performs Grounds Maintenance tasks, perform tasks that require significant manual skill, to include grass cutting, trimming, weeding, tree and shrub removal, removal of green waste and leaf cleanup and removal.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • Must be able to obtain and maintain a driver's license.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Mechanic ~ without more than normal supervision. 1) Installing, diagnosing, and/or repairing industrial equipment; 2) Installing repairing new and/or existing electrical lines, circuits, systems, fixtures, controls and equipment; 3) Performing a full range of plumbing tasks including testing joints and piping for leaks and installing and repairing valves; 4) Installing, repairing, rebuilding, and performing preventive maintenance on heating, ventilation, and air conditioning (HVAC) equipment. - Failure to meet this Screen out Element will result in an ineligible rating.
  • Physical Effort: Light physical effort is used in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. Moderate physical effort is required in the frequent handling of objects weighing up to 20 pounds and the occasional handling of objects weighing over 50 pounds while loading and unloading cargo. Equipment requires moderate physical effort in that heavy chains, bars, hooks, etc., must be lifted and properly secured. Requirements for standing, stooping, bending, kneeling, climbing and working in tiring and uncomfortable positions. Requires considerable walking, standing on concrete floors, and climbing stairways and ladders. Light-to-moderate effort is used to turn valves and controls. Works in stretched, cramped and awkward positions. Considerable standing while working on ladders or scaffolds.
  • Working Conditions: Works inside and outside in all kinds of weather. Works in a variety of conditions. Work is completed on but not limited to scaffolding, high ladders or rooftops subject to dangers such as but not limited to falling, exposed to possibility of burns, cuts and bruises, broken bones or infections. Works in conditions of dust, fumes, paint vapors and sandblast particles. Is exposed to danger of falling into open tanks and manholes, contact with running motors, pumps, live electricity and machinery. Cuts, bruises, and broken bones may result from accidents. Works in cramped quarters inside and outside; exposed to mud and water; dirty, dusty and greasy conditions and injury from use of power and hand-tools. Mandatory requirement to use of safety equipment, uncomfortable face masks and protective clothing may be occasionally worn when there is a possibility of exposure to toxic refrigerants or other hazardous vapors or conditions.
