Summary

The position is located in the Department of Veterans Affairs, Veterans Health Administration, at VA Eastern Colorado Health Care System, Aurora, CO in Facilities Management Service, Maintenance and Repair Section, and reports to the Plant Manager, Maintenance and Repair. Incumbent is directly responsible for the daily supervision of 7-24 FTE within the Maintenance and Repair Section as well as temporary employees and service support contractors.

Duties

Plans weekly and monthly work schedules and sequences of operations for subordinates. Establishes deadlines and priorities on the basis of general work schedules, methods, and policies established by higher levels of supervision. Determines how many assignments can be done concurrently, which ones must be delayed, and the number and types of employees needed, considering skills, personnel, materials, and equipment available and required.

Explains work requirements, methods, and procedures; instructs subordinates in new procedures; and provides advice when problems arise. Reviews work in progress or upon completion. Investigates work related problems, (e.g., low productivity, etc.) to identify causes; implements those corrective actions that can be taken within the limits of the incumbent's authority. Adjusts plans, assignments, and methods as necessary to accomplish the work as effectively and economically as feasible. Determines equipment, supplies, and maintenance required. Assures that material is ordered and delivered to work sites so as not to delay work. Incumbent coordinates work of unit with other units or organizations that may be involved.

Develops performance standards, counsel's employees on performance, and makes formal and informal performance appraisals. Reviews job descriptions for currency and accuracy, making necessary changes; reports detailing of employees to jobs other than their own. Recommends selections for vacancies. Incumbent counsels' employees on problems and adjusts informal complaints through discussions with employees and union representatives. Initiates proposals for formal disciplinary actions as needed. Identifies employees, training needs, and initiates recommendations to provide necessary training. Schedules and approves leave of subordinates. Promotes the participation of employees in such programs as the suggestion program and cost reduction. Maintains production records and reports. Within assigned area, assures that equal opportunity programs are implemented and operational sufficient to accomplish equal employment opportunity goals in accordance with VA and local policies.

Determines materials and supplies needed to accomplish normal upkeep, repairs and upgrades to existing structures, and planned projects for new structures, replacement structures, or grounds improvements. Makes recommendations related to budget for functions supervised; tracks expenditures and explains/justifies deviations and variances. Maintains and signs for tools, equipment, or supplies needed to accomplish assigned functions. Continuously evaluates maintenance operations for cost effectiveness, conservation of resources, and compliance with established objectives; and makes recommendations for changes or deviations to Chief Facility Manager.

Ensures subordinates comply with standards for maintaining areas to promote an orderly and neat appearance. Incumbent reports time and attendance and maintains time and attendance records for subordinates. Complies with and supports the ECHCS Safety Program and Veterans Health Administration's Directives. Adheres to occupational safety and health standards and other directives. Trains employees on safe work practices and the use of protective clothing and equipment. Takes corrective disciplinary measures as required. Assures that injured workers receive prompt medical care and report accidents properly to supervisor and to the Safety Office. Incumbent reviews accident circumstances to verify information and identify preventive measures to avoid future accidents of that type.

Conducts weekly safety meetings with employees to discuss work practices and emphasize safety. Environmental: Ensures that current information is provided to all employees regarding hazardous materials in the work environment. Provides a full range of instructions and other guidance in the safe and proper use, handling, storage, and disposal of all hazardous materials.

Physical Requirements/Working Conditions: The incumbent must be physically capable of demonstrating accomplishment of the tasks assigned to the Utility Systems, Operations, Maintenance and Repair. Moderate to heavy exertion is required, including but not limited to, incumbent must be able to do extensive walking, bending, crawling, squatting, pushing, pulling, climbing, standing, and carrying heavy loads. The lifting of heavy items over 40 pounds will be accomplished with the assistance of other workers, weight handling equipment or with a forklift.

The incumbent will be required to work indoors and outdoors. The incumbent is exposed to dust, dirt, fumes, and construction. The work environment involves everyday risks or discomforts, which require normal safety precautions typical of the duties associated with this type of job. At all times incumbent is subject to physical injury from lifting and handling heavy materials and equipment. Incumbent will exercise care and judgment during the operation of equipment and maintain a safe environment and safe working conditions. The incumbent is required to wear the appropriate safety equipment to protect the body from personal injury. Safety equipment will be provided for federal employees.
