DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.
Duties
Major duties include, but are not limited to;
- The supervisor is to direct the team effort in providing building maintenance and grounds support to the medical center, within established time frames, while guaranteeing that the quality of work provided meets Facility Management Service (FMS), standards and code requirements.
- The supervisor is expected to ensure that FMS resources are both efficiently and economically used.
- Serves as the FMS coordinator for the carpentry, painting, and grounds shops.
- Ensures that FMS customers receive the service and product requested.
- Assists in the preparation of the FMS budget needs for the day to day work activities of the Building and Grounds Maintenance (B&GM) section and any projects that require its support.
- reviews Preventive Maintenance requirements on new carpentry, painting, and grounds shop equipment before it is entered into the Preventative Maintenance (PM), system.
- Advises the Operations Manager (OM), as to the appropriate type and level of PM required to maximize the life of the equipment.
- Reviews existing Equipment Inventory files for carpentry, painting, and grounds shops equipment, to eliminate erroneous data, establish appropriate time and frequency schedules, and ensures that each PM is realistic and that it can be accomplished as established.
- Provides the OM with work sheets that up-date the status of B&GM section's equipment as applicable. Incumbent reviews the overall condition of B&GM sections equipment, initiates turn-in on items that are no longer serviceable or have been removed from the equipment
inventory.
- Ensures that established PM's are appropriate to meet the needs of the equipment and ensures that established PM's are accomplished.
- Conducts 30-day reviews of work orders and PM's for the B&GM section, ensuring that delays are due to legitimate causes, i.e., shipment of materials, funding limitations, scheduling considerations, etc., and not just a matter of poor planning or a lack of proper coordinating.
- Inspects the work of the shop personnel and ensures that applicable building codes are adhered to.
- Will direct B&GM section members to meet project requirements, work schedules, and goals set by the OM and/or project manager.
- Is responsible for leading the team and setting the pace of the work activities related to specific tasks.
- Must be considered a master craftsman in woodworking, carpentry, or other structural type skilled labor.
- Is responsible for developing performance standards, preparing appraisals and personal actions, will approve/disapprove leave requests, assisting the Operations Manger with shop budgets, and ensuring subordinates are trained in shop specific safety rules and regulations.
Work Schedule: Monday - Friday; 07:00 a.m. - 3:30 p.m.

Physical Requirements: Incumbent works with a variety of items related to the physical structure of medical, laboratory, and administrative buildings , such as concrete, glass, plastics, wood, flooring, doors, roofing, windows, siding, insulation, sheet rock, paint, fasteners, hinges, locks, keys, closures, cabinets, wall paper, masonry, plants, trees, metals, chemicals, and pesticides. Incumbent must lift items in excess of 50 pounds on a routine and daily basis. Incumbent may be required to push carts that weigh in excess of 250 pounds. This position also requires continuous walking, stooping, bending, crawling, climbing of ladders, and lifting of materials and equipment.
Working Environment: Work is performed in a hospital setting, and office setting, inside building areas, and outside. Occasionally he/she may have to work outside in extreme weather or in building attics and/or crawl spaces. Incumbent must use appropriate safety materials, tools, clothing, etc., to protect himself/herself, other staff, patients, and visitors. The incumbent is exposed to the possibility of cuts, bruises, toxic fumes, gases, burns, unsanitary working areas, and acids.

Possesses strong communication and writing skills and a broad knowledge of hospital operations. Communicates well with peers, subordinates, supervisors, and counterparts in other services. DRIVER'S LICENSE REQUIREMENT: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely.
