Duties
Join the U.S. Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM) and play a critical role in maintaining the facilities and infrastructure that enable Border Patrol and Air and Marine operations to secure the nation's borders and protect public safety. As part of the Operational Support Facilities (OSF) Division, Border Patrol and Air and Marine (BPAM) Program Management Office (PMO), you will lead and perform hands-on maintenance, repair, and construction activities that directly support CBP's frontline mission.
In this position, you will supervise and perform skilled work across multiple trades, including heating and cooling, electrical, plumbing, carpentry, grounds maintenance, and general building repair. You will help ensure that buildings, structures, utilities, fixtures, grounds, and related facilities remain safe, functional, reliable, and mission-ready to support continuous Border Patrol and Air and Marine operations.
This position starts at an hourly rate of $42.39 (WS-10, Step 1) to $49.46 (WS-10, Step 5).
Salary: Salary will be adjusted to the hourly rate applicable at the duty station for which you are selected
Hourly Rate: The hourly rate listed reflects the Tucson, AZ wage schedule. Refer to the Federal Wage (FWS) website for additional wage schedule and hourly rate information.
Major Duties for this position include, but are not limited to:
- Plans the overall allocation of personnel and other resources to accomplish work operations.
- Oversees policy compliance (e.g., workplace safety and environmental and hazardous waste).
- Performs quality control inspections on work tasks assigned to Maintenance Mechanics for effectiveness and quality.
- Oversees the work of subordinates who work in related trades: electrical, HVAC, pipefitting, painting, plumbing, carpentry, welding, and equipment operation.
- Provides status of work projects.

Qualifications
Although a specific length of time and experience is not required for most trade and labor occupations, you must show thorough experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time.
Experience: To minimally qualify for the WS-10 grade level you must meet the Screen Out Element Ability to Lead or Supervise. To meet the screen out element, you should have experience performing the following duties:
- Prioritizing, assigning, planning work, reporting on the status of projects, supervising and training subordinates.
- Overseeing and participating in the maintenance, repair, and construction of facilities and tactical infrastructure.
- Applying and using labor trades such as electrical, plumbing, painting, carpentry, pipefitting, air-conditioning and refrigeration.
- Performing quality control inspections on work tasks assigned to Maintenance Mechanics for effectiveness and quality.
- Overseeing compliance with items such as workplace safety and environmental and hazardous waste policies.
In addition to the experience described above, you will also be evaluated on the basis of your overall level of competency (knowledge, skills, and abilities) in the following areas:
- Ability To Lead or Supervise
- Knowledge of Equipment Assembly, Installation, Repair, etc.
- Use of Measuring Instruments
- Ability To Interpret Instructions, Specification, etc. (includes blueprinting reading)
- Ability To Use and Maintain Tools and Equipment

You must:
- Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/15/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
- Working for the U.S. Government as a federal civilian or as a member of the military
- A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government

Probationary Period: All employees new to the federal government must serve a one-year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Supervisory Probationary Period: You may be required to serve an 18-month probationary period upon appointment.

Physical Demands: The work requires prolonged periods of walking, standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions. Performs work on benches at work sites, when material is on supports; requires work on ladders/ scaffolds, requiring overhead work in stretched, cramped or awkward positions. Operates a variety of hand and power tools, and equipment. Lifts and carries heavy pieces of lumber or equipment weighing up to 50 pounds. Works in hard-to-reach places or in tiring or uncomfortable positions. Required to operate various types
of trucks, vehicles, and equipment.
Working Conditions: Works inside and outside subject to sudden temperature changes; exposed to dirt, sewage, dust, grease, welding/paint fumes, and steam. Employee is subject to danger and injury from use of hand and power tools or flying chips, also to dust, dirt, burns, cuts, bruises, and electrical shock. May be required to wear and/or use protective clothing and equipment in accordance with established health and safety regulations and other standard operating procedures. Makes repairs and installations outside and is occasionally exposed to bad weather. Some work is performed in shop areas where the employee is exposed to moderate or high noise levels from operating machinery, sawdust in the air, glue fumes, and hazards associated with woodworking and related power equipment. When working on ladders, scaffolds, and rooftops, incumbent is exposed to falls, cuts, and bruises. Performs work on large Air Conditioning systems and may use refrigerants in large quantities. Incumbent is required to wear proper personal protective equipment (PPE) and to use proper safety methods in performing duties, and to have subordinates do the same.
Other Requirements: The incumbent must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week.
- Incumbent must have a valid state driver's license and is required to maintain state driver's license in order to operate a government motor vehicle
- May be required to wear personal protective equipment/clothing such as goggles and gloves during some operations
- Work may occasionally require travel away from the normal duty station
