Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Perform a variety of operation and maintenance duties at a comprehensive water resource projectconsisting of a flood control dam and appurtenant structures, public-use recreational facilities,forest lands, and roads.

Duties

  • Troubleshoot, locate, and makes basic repairs of electrical wiring, controls, equipment, and fixtures in project intake structures, outlet works, and dams, gauging stations, office and maintenance buildings, and associated electrical systems.
  • Uses hand tools and test equipment such as screwdrivers, pliers, wire cutters, soldering irons, test lamps, and ammeters.
  • Repair and modify framework, forms, doors, windows, installation of ceiling and wall tiles, paneling, molding, etc. Measures, cuts, fits, and fastens pieces of material.
  • Maintain, repair, and modify for accessibility, and occasionally constructs structures of concrete, block, and occasionally brick or other related materials.
  • Assists in installing, modifying, and repairing existing and new utility, supply, and disposal systems and equipment such as sewage, water and oil distribution systems, water closets, and showers.
  • Operate equipment such as but not limited to pick-up truck, dump truck equipped with a pintle hitch and pulling heavy equipment trailer (Combined weight over26,000 pounds with trailer weight over 10,000 pounds.
  • Operate an overhead crane which requires hand, eye and foot coordination. Must watch for excessive load swing, slippage of the load, crane malfunction and other conditions that may cause damage to the load.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position meets the criteria for random drug testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218. Incumbent is required to sign a DA Form 5019, Condition of Employment.
  • Incumbent must be able to obtain and maintain all Corps of Engineers licenses associated with this position.
  • Incumbent must be able to obtain and maintain a valid Class A Commercial Driver's License (CDL)to perform duties of position issued by the state of residence.
  • Incumbent must possess and maintain a valid State motor vehicle operator's license prior to appointment.
  • Heavy physical lifting is required of this position. Incumbent must be able to lift objects weighing up to and including 50 pounds and up with assistance.
  • Incumbent must meet the physical requirements for this position.
  • Temporary Duty Travel (TDY) of up to 25% is required in the performance of duties.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Woker ~ without more than normal supervision. I have the ability to perform the following common duties: measure, cut and replace wood boards and decking; replace minor plumbing fixtures such as leaky faucets; perform minor masonry work laying concrete blocks; paint surfaces with brush and roller; perform minor maintenance of project hand tools and heavy equipment such as changing filters and oils and troubleshooting mechanical problems; and perform a variety of ground maintenance activities such as mowing, trimming and shoveling snow. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
  • Physical Effort: Incumbent must be able to perform all physical requirements of this position as identified in the position description. Duties include but are not limited to climbing ladders and steep stairways and working on steep and uneven ground. Incumbent must be capable of lifting at least 50 pounds unassisted or up to 100 lbs. with the assistance of one other person. Tasks requiring the ability to lift50 pounds while working alone include but are not limited to lifting and carrying a five gallon can of kerosene, lifting and carrying a 50-pound bag of wildlife seed, lifting and carrying a 5 gallon can of paint, cleaning liquid or hydraulic oil. Tasks requiring the ability to lift up to 100 lbs. with the assistance of one other person include but are not limited to moving furniture and lifting 80 lb. bags of cement.
  • Working Conditions: Incumbent works in a variety of conditions. Work is completed on but not limited to scaffolding,high ladders or rooftops subject to dangers such as but not limited to falling, exposed to possibilityof burns, cuts and bruises, broken bones or infections. Incumbent may work in inclement weatherto perform duties including but not limited to surveillance of project, various inspections, boundarymarking, special events, and emergency situations (respond to public accidents, drownings, etc.).Incumbent must be capable or working in conditions of dust, welding fumes, paint vapors andsandblast particles utilizing appropriate personal protective equipment for those conditions whichmay be heavy and uncomfortable.
