Duties
Major Duties and responsibilities include, but are not limited to:
- Passes on instructions received from a supervisor to other workers and gets the job started.
- Works along with other employees and sets the pace for the task.
- Demonstrates proper work methods.
- Assures that needed plans, blueprints, materials, and tools are available.
- Obtains needed information or decisions from supervisors on problems that arise while performing the work.
- Maintains a current knowledge and answers questions of other employees on procedures, policies, and written instructions such as work orders.
- Distributes portions of the work in such a manner to keep everyone in the work crew productive.
- Checks work while in progress, and when finished, to insure meeting the supervisors' requirements on work sequence, procedures, methods, and deadlines.
- Urges or advises other employees to follow instructions received from supervisor.
- Assures that safety and housekeeping rules are followed.
- Informs the supervisor on the status and progress of work.
- Answers the supervisors' questions on overall work operations and related problems.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:
- Equipment Assembly, Installation, Repair
- Interpret Instructions, Specifications (includes blueprint reading)
- Measuring Instruments
- Technical Practices
- Use and Maintain Tools and Equipment
- Without more than normal supervision
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
The employee performs tasks normally requiring moderate physical exertion, including frequent medium lifting (up to 40 pounds), pushing, pulling, carrying, climbing, bending, stooping, crawling, and negotiating confined spaces. Heavy lifting (over 40 pounds) and strenuous exertion is occasionally
necessary. Incumbent is standing or walking most of the time and must be in good overall physical condition.
Working Conditions:
The work is performed indoors and in usually adequately lighted, heated, and ventilated areas. Work is sometimes performed outdoors, in bad weather, or in very hot, cold, or poorly ventilated or lighted areas Potential hazards include exposure to elevations, intermittent slippery and uneven surfaces, moving objects and mechanisms, splinters, chips, and burrs, sharp edges, equipment noise, fuels, lubricants, solvents, and other chemicals, fumes and smoke, dirt and dust, infrared and ultraviolet radiation, high intensity glare and flying sparks, high temperature or electrically energized items, and pressurized gases and fluids. There may be discomfort required when wearing personal protective equipment (PPE), but proper donning of PPE when needed for the task is required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
