Summary

This position is located in the Morale, Welfare and Recreation (MWR) Department, Naval Submarine Base in Pearl Harbor, Hawaii. The incumbent is responsible for providing direction and supervision over the Operations Division.

Must be a current employee with Commander, Navy Region Hawaii (CNRH), Morale, Welfare and Recreation (MWR) department Logistics/Warehouse division.

Duties

  • The division head is responsible for planning, assigning, and supervising the work of approximately ten full-time employees. Employees are engaged in performing minor repairs and maintenance of physical structures under the responsibility of the MWR Department such as offices, athletic facilities, clubs, etc. using hand and power tools.
  • Accomplishes the same by replacing defective electrical switches and other fixtures, paints structures, and repairs woodwork with carpenter tools. Repairs plumbing fixtures, engages in maintaining various athletic fields and grounds assigned to the Department.
  • Mows lawns, grubs and weed bushes, trees and trims edges. Picks up and disposes of paper and rubbish. Performs minor repair of motor vehicles.
  • Promotes and furthers the EEO program assuring equal treatment of all subordinates in all areas of work and personnel management, including selections, assignments, training, promotions, details, disciplinary actions, awards, recognitions and ensuring all internal policies and practices are consistent with EEO policies.

  • Must be a current employee with Commander, Navy Region Hawaii (CNRH), Morale, Welfare and Recreation (MWR) department Logistics/Warehouse division.

  • Must be willing to undergo a background investigation and pass initially and every 5 years after employment.

Qualifications

A qualified candidate possesses the following criteria:

  • Plans and organizes efforts of the group work by reviewing assigned job orders, coordinates availability of any special tools, materials, and equipment and assists when needed, plans sequence of tasks, assigns workers' assignments and any special work methods to be utilized.
  • Directs and supervises work at the work site, assigns tasks, tools, equipment and materials to workers, lays out work for the groups, interprets plans and instructions and instructs workers on proper work methods, use of care of equipment and safe work practices.
  • Keeps all work operations under close observation and control, resolves working problems and takes action to overcome bottlenecks, equipment breakdown, material shortages, and other delays.
  • Insures proper quantity of work from subordinates and inspects work for quality and conformance with instructions.
  • Enforces safety, proper tool, equipment and material use, fire, good housekeeping and other regulations.
  • Responsible for personnel management tasks such as rating employee performance, approving leave requests and control of leave, recommending disciplinary actions, promotions, demotions, transfers, separations, etc.
  • Prepares Division budget submission to meet objectives and makes corrective adjustments when variances exist, reviews requirements on budget submissions and determines program expenses.
  • Directs, controls and accounts for expenditures of Division funds by reviewing and ensuring internal control, receipt, safekeeping, deposit, reimbursement, and accountability to include accuracy of source data and propriety of expenditures. Establishes necessary fees and charges, Signs purchase requests and timecards.
