This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Located at Little Goose Dam, Starbuck, WA. The Dam is operated by the USACE and is situated on the Snake River, 65-river miles downstream from Clarkston and 70-river miles upstream from the Tri-Cities.

Duties
- Serves as working leader of employees in accomplishing various trades and labor work.
- Passes instructions received from supervisor and assigns tasks to be performed.
- Ensures that needed plans, blueprints, material, equipment and tools are available.
- Checks work in progress for compliance with supervisor's instructions.
- Demonstrates proper work methods.
- Answers questions regarding procedures, policies, written instructions, and other directives.
- Provides information to supervisor on status and progress of work, causes of delays, overall work operations and problems.
- Assures that safety and housekeeping rules are followed.
- Coordinates work between supervisor, technical crew, project or district engineering staff, and environmental personnel.
- Works with crew, setting the pace, performing non-supervisory work of the same kind and level as that done by the group led.
- Performs a variety of skilled and semi-skilled tasks related to the operations and maintenance of physical plant facilities, project grounds, parks, wildlife areas and other public use facilities.
- Operates and maintains a variety of heavy equipment, including graders, boom trucks, backhoes, tractors, excavators, dump trucks, forklifts, fish barges, and boats.
- Performs, assists or provides oversight for pump repairs and troubleshooting and repair of flood control, irrigation, water flumes, supply pipes, valves, various motors and engines, fish truck transport tanks, and sewage systems.
- Ensures proper fish handling techniques are utilized where applicable and incorporates fish friendly equipment design and repairs.

- Must be able to obtain/maintain Class A CDL w/liquid load endorsement within 1 year of employment.
- Position may require working weekends and holidays as needed during fish collection season (May through October).
- Must be able to obtain/maintain operator's licenses for equipment within the organization within 1 year of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the ability to lift heavy objects, up to 50 lbs.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Worker Leader ~ without more than normal supervision. I have the ability to perform common dutiesof a Work Leader. I can plan and independently perform tasks in the areas of maintenance, plumbing, carpentry, heavy equipment operation and operating and maintaining systems such as pumping plants, large scale irrigation, or similar operations. I am able to work as part of a crew and to assume responsibility for leading in the accomplishment of tasks. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
- PHYSICAL EFFORT
Uses moderate physical effort to stack, load, unload, move and carry tools, equipment, and materials ranging in weight from 10 pounds to 50 pounds unassisted. Occasionally lifts heavier objects with assistance (e.g., using a hand truck). Required to reach, walk, stand, stoop, bend, kneel, crawl and work in tiring and uncomfortable positions. Occasionally works in cramped quarters, or from ladders, scaffolds, or platforms.
- WORKING CONDITIONS
Work is performed inside and outside in all types of weather (e.g., heat, cold, rain, wind, etc.) and usually in a dirty, dusty and/or greasy environment. Incumbent is exposed to the possibility of broken bones, electrical shocks, burns, cuts bruises, maimed fingers, and scrapes. Occasionally is required to wear uncomfortable protective clothing. Schedule is subj'ect to emergency work outside of normal duty hours.
