Duties:
As a Maintenance Worker (Trails), you will perform the following duties:
- Assisting in the maintenance and construction of graded and paved trails, trail drainage, trail bridges, and guard rails.
- Assisting in installing, repairing, and replacing water diversion bars, cribbing, and retaining walls.
- Removing windfalls, rockslides, surface outcroppings, and debris from trails.
- Building up tread surfaces in eroded areas.
- Installing stepping stones at creek crossings where bridges cannot be constructed.
- Using hand power tools required for the job and maintaining these tools properly.
Responsibilities:
The Incumbent receives specific instructions on projects and carries out the assigned duties as directed safely and efficiently. Responsible for correctly operating and maintaining tools and equipment, including motor vehicles, to transport crew and tools. Must keep assigned equipment, including vehicles, in a safe condition and must follow the Government Vehicle Operator's Guide. The incumbent works safely for personal protection and that of fellow workers and follows all procedures in accordance with crew safety programs.

The National Park Service is committed to protecting the privacy and lifestyle of the remaining Hansen's disease patient population, including traditional rules and customs. Due to long-standing Settlement rules with few exceptions, spouses and family members of employees are not permitted to live on the peninsula unless they work in Kalaupapa.
Children under 16 are not allowed to visit the peninsula by State statute. Therefore, park housing, if available, would be available for the incumbent but not for their family or spouse. Because our main objective is to protect their privacy and way of life and provide for a well-maintained community, the rules and regulations at Kalaupapa are very restrictive.

Noncompetitive or Special Hiring Authority:

KALAUPAPA HANSEN'S DISEASE PATIENTS AND NATIVE HAWAIIANS PREFERENCE POLICY: Preference in filling vacancies is given to qualified Kalaupapa Hansen's Disease patients and to Native Hawaiians in accordance with PL 96-565. For the purposes of this preference, "Native Hawaiians" are persons who are not less than one-half of the blood of the races inhabiting the Hawaiian Islands previous to the year 1778. Preference eligibles not currently employed in the Federal service will be appointed under the Excepted Service appointment authority Schedule A, 213.3102. Consideration will be given to non-preference applicants in the absence of a qualified Preference eligible. In order to receive this preference, applicants must submit ONE of the following at the time of application to this position: Certificate reflecting applicant's Hansen's Disease patient status at Kalaupapa; OR Documentation reflecting applicant's acceptance by the Department of Hawaiian Home Lands, State of Hawaii for lease of Hawaiian Home Lands have at least 50% "Hawaiian blood," OR Birth certificate and/or other documentation of applicant and Hawaiian parent(s) back to applicant's full Hawaiian ancestors showing applicant is at least 50% "Native Hawaiian."
Work Schedule:
This is a career-seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment but does not provide employment on a full year-round basis. As such, selectee will be in a
non-pay/non-duty status for at least 2 weeks in May per year based on project requirements or weather conditions. The typical season for Kalaupapa National Historical Park is Beginning of October to Middle of September but can be variable during these months due to project requirements or weather conditions.

You will be evaluated for this job based on how well you meet the qualifications above.

- Well Qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors and are proficient in most of the requirements of the job
- Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors and are proficient in some, but not all of the requirements of the job.
