Duties

Typical work assignments include:

  • Supports current activities on high-priority subject areas to include: interconnectedness of cyber and physical risks, risks identified related to the 16 critical infrastructure sectors, supply chain risks, Election Security, infrastructure resilience, cross sector infrastructure dependencies, and other areas identified as key priorities.
  • Applies project management skills in order to successfully manage a diverse portfolio comprised of a wide array of initiatives by: independently identifying and adhering to deadlines and project goals, determining how success will be achieved, and how progress will be evaluated and measured.
  • Responsible for the management of agency programs, including developing and implementing guidance and standing operating procedures, advising senior management and component officials of the status of programs, and representing senior management and interagency meetings.
  • Employs a wide range of methods to assess and improve complex programs.
  • Applies a variety of qualitative and/or quantitative methods to assess and manage risk to cyber or physical infrastructure.
  • Provides technical advice and guidance on the most appropriate method or procedure of analysis and evaluation to accomplish the mission and ensure optimum management strategy.
  • Conducts studies and develops scientific reports related to one or more critical infrastructure sectors.
  • Prepares short- and long-range planning guidance in accordance with broad program policies and objectives.
  • Proactively fosters relationships and build trust with a diverse group of stakeholders.
  • Presents findings and recommendations on complex issues or problems impacting major programs.
  • Performs outreach and analysis of risk to sectors and risk areas such as Healthcare, Energy, Critical Manufacturing, Food and Agriculture, Chemical Sector, Space, etc.
  • Works with public and private sector partners to facilitate implementation of new or revised analytic requirements, procedures and products.
  • Provides leadership with substantive strategic and analytical input on organizational priorities and policies.
  • Presents to and partners with interagency and private sector partners in the course of executing collaborative risk management projects.

  • This position may be designated as essential personnel.   • This position requires a pre-employment drug test. All applicants tentatively selected for this position will be required to submit to a drug test to screen for illicit/illegal drug use prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.

You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
1. Supporting activities related to at least one critical infrastructure sector; AND
2. Utilizing understanding of government business practices, policy implementation, and inter-agency coordination to support cross-cutting strategies and projects; AND
3. Applying cybersecurity principles to analytic research and project management.

You qualify for the GS-14 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties:
1. Providing advice and guidance on activities related to at least one critical infrastructure sector. And
2. Independently leading in stakeholder coordination, planning, and collaboration to develop cross-cutting strategies and projects. And
3. Evaluating the effectiveness of policies and programs, including analyzing critical infrastructure partners' feedback and developing recommendations to improve operations to reduce risk.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
