Program Policy Development and Administration
- Assists in developing and staffing new policies affecting FFR programs and is primarily responsible for monitoring related existing Department of the Navy (DON) policy instructions, notices, and laws (e.g. Secretary of the Navy (SECNAV), Office of the Chief of Naval Operations (OPNAV), Department of Defense (DoD), CNIC, Bureau of Naval Personnel (BUPERS)).
- Monitors and maintains a policy and reference library which may include, but not limited to, DoD directives, Navy Comptroller (NAVCOMPT) Manual (appropriated fund (APF) Support), CNIC policy directives, etc.; electronic versions of all FFR Morale, Welfare, and Recreation (MWR); and Child and Youth Program policy instructions and guidebooks as well as their associated references. Monitors, as required, policy and procedures utilized by other military services. Reviews policy instructions, notices, and guidebooks for uniformity of information and procedures to help ensure consistency and propose necessary changes to program managers.
- Manages the administrative processes required to staff changes to instructions, notices, etc.
- Performs duties on an ad hoc basis where needed, accomplishing a wide variety of assignments concerning the effectiveness and efficiencies of programs and operations. This includes the use and understanding of Systems Applications Products (SAP) software, payroll (e.g. Kronos, Standard Labor Data Collection Distribution Applications (SLDCADA)), and/or Point of Sale (POS) systems (e.g. RecTrac, Micros).
- Provides program assistance and consultation services for a wide variety of programs with complex interrelated issues.
- Analyzes requests for policy waivers and drafts response proposals.
- Works with management to develop funding guidance for subordinate activities in fiscal planning.
- Identifies actual or potential problem areas of interrupting policies, in program management, cash handling, and identifying budgeting shortfalls.
- Assists in the research and preparation of briefs, speeches, and position papers for presentations.
- Conducts on-site visits to Regions and Installations.
Program Analysis
- Develops policy-based program standards and metrics in conjunction with FFR staff; and performs analysis to determine the effectiveness of program delivery and makes recommendations to adjust policy or resources to provide optimal FFR programs consistent with available funding.
- Assists with programming, analysis, and control of funds for both non-appropriated fund (NAF) and APF.
- Identifies actual or potential problem areas.
- Initiates and maintains comprehensive liaison with senior representatives of other Navy commands, military services, and DoD officials on program planning and policies pertaining to FFR programs.
Program Survey
- Gathers, interprets, analyzes, and correlates large amounts of narrative and statistical information to permit a thorough analysis of FFR programs on a continual basis.
- Interfaces with CNIC staff and other military services, on CNIC program policy development and coordination.
Miscellaneous Duties
- Serves on policy working groups as a subject matter expert for FFR programs.
- Performs other duties as assigned.
