Summary

You will provide comprehensive financial and management support designed to meet the changing needs of the Division. The Management Analyst analyzes expense needs of the Division on a monthly and quarterly basis, recommends funds for anticipated needs, performs analyses of financial reports on obligations and expenditures, and reviews reports for discrepancies.

Duties

  • The duties may include, but are not limited to:
  • Analyzes the funding requirements in order to provide the Division Director with ongoing assistance and recommendations in the areas of budget formulation and reconciliation of operating funds.
  • Initiate, review, and analyze procurement requests, printing requests and reports, training requests, awards, and all other obligation documents against the Agency’s Detail Transaction Reports.
  • Monitor and assist the routing of training requests; monitors and reports the completion of mandatory training.
  • Review and certify the accuracy of the monthly detailed payroll report.
  • Provide guidance and instruction to Division employees on the preparation and processing of travel authorizations and travel vouchers for temporary duty (TDY).
  • Review and analyze USDA administrative functions, policies, budget, awards, processes, committee appointments, and procedures.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Performing financial and administrative analysis to support organizational operations.
  • Performing qualitative and quantitative analysis of mission or administrative programs.
  • Researching, interpreting, and applying federal policies, regulations, and procedural. guidance.
  • Providing technical guidance and program support to managers and employees.

Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
