Job Description (Please follow all instructions carefully)

Summary

Position assigned to Fleet and Family Readiness (FFR); Commander, Navy Installations Command (CNIC); Washington, DC. Incumbent serves as a headquarters (HQ) management analyst, providing management with coordination and administrative support of high-level tasks in response to customers and stakeholders of FFR Programs. Liaison between all FFR Program groups and ensures operational, financial and strategic vision is clear in messaging, validated and supported.

Duties

Management Analyst duties comprise 60% of incumbent's time and include but are not limited to:
  • Serves as a senior analyst for all FFR Programs.
  • Analyzes, evaluates and advises management on data analytics of the effective delivery of programs, utilization of funds, and measurement of program output and outcomes.
  • Represents N9B/leadership at meetings, briefings, conferences and/or other official gatherings.
  • Provides technical support and assistance to FFR Program Directors on drafting official correspondence, briefings, action and informational memos and white papers.
  • Oversees the development and coordination of responses to congressional inquiries regarding FFR equities to ensure consistent messaging for FFR equities and to respond to congressional information requests from senior Navy leadership, Office of the Secretary of Defense (OSD), and Congress in a timely manner.
  • Ensures information and briefs are consistent with previous testimony/briefs, consistent with policy and programmatic positions, and represent the interests and positions of the Command with all program/product line contribution/input considered.
  • Provides program assistance, consultation and training services on administrative procedures and correspondence supporting a wide variety of complex interrelated issues/programs across the FFR quality of life portfolio.
  • Coordinates and develops multiple preparatory materials for senior Navy and Department of Defense (DoD) leadership; writing of oral and written statements; and preparing responses to questions for the record and inserts for the record. This includes preparing Secretary of Defense (SECNAV) and Chief of Naval Operations (CNO) or their designees for posture hearings, budget roll-outs, or hearings with specific topics, as well as hearings for CNIC Flag Level leadership.
  • Supports CNIC Public Affairs Office (PAO) in development and execution of strategic communications as related to the FFR program portfolio
Administrative Management duties comprise 40% of incumbent's time and include but are not limited to:
  • Serves as coordinator to facilitate support for the technical direction and guidance, and assessment of compliance with applicable DOD and Navy instructions and policies.
  • Identifies data sources, pulls information and prepares reports/studies/projects involving FFR programs.
  • Maintains liaison with CNIC leadership and other divisions within headquarters FFR (N9) and CNIC N-codes as needed to coordinate correspondence approval, resource allocation and respond to taskers.
  • Liaisons with other offices of the DON, DOD and other Services, for the purpose of securing and/or providing information regarding FFR program policies and proposed actions.
  • Provides administrative and technical guidance to Navy leadership, Regional Commands, and field activities using statistical data and reports to support correspondence and briefing materials.
  • Provides written material for Navy or other publications, annual reports, testimony, training manuals, pamphlets, or websites as assigned.
  • Responds to requests/inquiries for information with coordination of FFR Program Directors.
  • In the absence of the N9B, acts on their behalf with limited delegated authority.
  • Coordinates with the other FFR front office staff to ensure that all tasking, correspondence and briefings are prepared in advance for pre-brief meetings and read ahead considerations.

Qualifications

A qualified candidate possesses the following:
  • A minimum of 5 years of specialized experience in analyzing, evaluating, and advising on Fleet and Family Readiness Programs.
  • Knowledge of the entire FFR programs portfolio at the Installation, Region and Headquarters level.
  • Knowledge of FFR and CNIC programs and missions, as well as knowledge of pertinent laws, regulations and policies related to program/operations area to consider their impact on programs.
  • Knowledge of program policies and regulations covering areas of applicable administrative and operational policies and procedures.
  • Knowledge of non-appropriated (NAF) and appropriated fund (APF) financial management.
  • Knowledge of and direct experience with Navy correspondence.
  • Knowledge of and direct experience with systems including ETMS2 Tasker system; travel through Defense Travel System (DTS); area clearances using State Department information and requirements; accounting system SAP; employee records system TWMS; payroll timecards in SLDCADA and Kronos.
  • Knowledge of information management regulations such as those related to correspondence, mail, publications and filing.
  • Skill in applying a wide range of qualitative and quantitative measures and indicators for the assessment, restructuring and improvement of complex operations.
  • Skill in responding to customer needs, demonstrating attentiveness and courtesy.
  • Skill in the use of MS Office applications primarily Word, Power Point and Excel.
  • Ability to interpret complex instructions, directives, and correspondence and apply them to specific situations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to make presentations to effectively represent the organization on pertinent issues.
  • Ability to review and interpret policy/regulations; evaluate relevance; develop course of action (COA) options; take appropriate actions and communicate recommendations.
  • Ability to manage and coordinate multiple diverse and complex, multi-faceted projects concurrently.
  • Ability to manage competing priorities under strict deadlines, while maintaining a high level of attention to detail.
  • Ability to work as a team member or individual and work effectively with various levels of management activity employees.
