Duties
This position is part of the Systems and Policy Branch of the Financial Management Division. Serves as management and program analyst providing subject matter expertise and recommendations to senior staff, management, and command. Applies extensive knowledge of management concepts, principles, and practices in the effective planning, execution, and review of initiatives and programs. Assists in analyzing mission, organization, work processes, methods, and procedures to identify best practices and recommend improvement in accordance with mission requirements and organizational structure.
Evaluates existing public laws, Directives and Instructions, regulations, policies, and procedures to align programs and mission. Advises in the development of policy, procedures and other guidance related to management program areas across the Global Enterprise. Examines policies and procedures and reports to detect and eliminate conflicts, overlap, and duplication. Develops measurable performance criteria for operations, monitors and reports results, and recommends corrective action as necessary. Develop reports, summaries, policies, and procedures, and other correspondence to track performance, budget, and standardization requirements and/or submissions. Determines data requirements for analysis and devises appropriate method to obtain information from automated systems, reports, and surveys. Develops and maintains the appropriate spreadsheets and / or databases for management information. Analyzes statistical data to determine validity of information, identify problems and trends; resolves various issues analyzes and provides completed product. Performs comparative analyses of activities to each other, budget, and / or industry best practices, and develops reports to outline opportunities to support enterprise decision making.
Monitors the budget execution and validates ongoing budget requirements. Reviews operations and recommends corrective actions as necessary to ensure activities are managed and operated on a sound financial basis, are in compliance with policy, and are consistent with standardization initiatives. Interviews personnel, researches records, review reports, financial statements, regulations and directives to gather data.
Oversees all phases of assigned initiatives to ensure integration and coordination within established timeframes and maintain goals and objectives. Ensures sufficient internal control measures / mechanisms are in place and in use. Prepares and presents periodic review and analysis briefings. Evaluates specific operational areas and / or performs site assistance visits. Provides training to management and / or operational staff and represent the organization in meetings and / or conferences.
For subject matter and or operational entities assigned, serves as primary subject matter expert on operational and technical matters concerning plans and procedures. Assigned areas may include but are not limited to income statement analysis, balance sheet analysis including fixed asset life cycle management and cash flow, manpower, purchasing and inventory management, clinic operations, management and internal controls, customer service, and assistance with organization specific computer applications. Provides general support to clinic administrative and leadership personnel to assist in implementation and reporting of business practices across multiple subject areas. Provides oversight, technical advice, guidance, and expertise to subordinate employees.

Qualifications

GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
MINIMUM QUALIFICATIONS:
One year specialized experience directly related to the duties described above. Equivalent combinations of education and experience may be substituted for specialized experience that demonstrates the knowledge, skills, and abilities necessary to do the work.
In addition, knowledge of principles, concepts, and methodologies required to perform various analytical techniques. Ability to analyze operations and financial data and to prepare reports and replies to inquiries. Knowledge of basic business financial and operating reports.
Strong written and oral communication skills, including comprehensive knowledge of and demonstrated ability with standard office software programs such as databases, spreadsheets, word processors, graphics, etc.

HIGHLY QUALIFYING CRITERIA:
1) Possess extensive experience with all of the following: reviewing and/or analyzing income statements and balance sheets; budgeting; the acquisition (contracting) process; reviewing and approving purchase request (PRs); and the government purchase card (GPC) approval process.
2) Possess experience working with, initiating, reviewing, performing, facilitating, and/or tracking audits or internal audit requirements.
3) Possess experience with Microsoft 365 products, with emphasis on Excel, Access, SharePoint, and Power BI or any other visualization software.
4) Possess experience working as a team lead on projects from conception to completion.
