Duties
WHO IS ENERGY CREDTIS AND EXCISE TAX? The mission of the Office of Chief Counsel is to serve America's taxpayers fairly and with integrity by providing correct and impartial interpretation of the internal revenue laws and the highest quality legal advice and representation for the Internal Revenue Service. The Associate Chief Counsel, Energy Credits and Excise Tax provides legal advice and litigation support on tax matters involving natural and renewable energy resources, business and energy-related tax credits, and excise taxes.
WHAT DOES A MANAGEMENT ASSISTANT (OA) DO? As a Management Assistant (OA), you will gain experience with computer systems and databases - entering, retrieving and organizing information and documents and assist with all the support activities perform in a legal office.
The following are the duties of the Management Assistant (OA) - Recent Graduate at the GS-07. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.
- Create and/or maintain various records of organizational and operational charts, function statements, and staff levels. Search historical files for readily available information. Maintain established records of management analysis data and reports, provide standard explanation of procedures and requirements, identify clear errors in data, and compile management data into prescribed formats.
- Recognize and extract pertinent information from various sources (e.g., manual logs and/or software programs); prepare, verify and maintain statistical data relating to workload and staffing for historical and forecasting analysis purposes; correct obvious mathematical errors, and assist the staff in preparing regular and ad hoc studies for assigned office.
- Assist management analysts or assigned staff members with extracting information from tracking systems in the format required for various status reports, case controls, workload studies, etc.
- Receive requests for information, advise when the information can be furnished, and follow up with staff to see that it is provided.
- Search for, assemble, and summarize information from files and documents in the office and from outside sources for the supervisor's use and to develop basic reports.
WHAT IS THE PATHWAYS PROGRAM? The Department of the Treasury's Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:
- Successful completion of at least 1-year of continuous service;
- Completion of at least 40 hours of interactive training;
- Demonstration of successful job performance; and
- Meet the qualification standards for the position to which the Recent Graduate may be converted.

Qualifications
To be eligible for the Recent Graduates Program, applicants must have, within the previous two years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution;

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the two-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining two-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond six years from the date of completion of all requirements of an academic course of study.
In order to qualify for the Management Assistant (OA) - Recent Graduate position at the GS-05 level, you must meet the following requirements:
Typing Requirement: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors.

To qualify for the GS-05level, you must meet the following requirements by the closing of this announcement:
A. Education: In the Recent Graduates Program you may qualify based solely on education as follows: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR
B. Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as creating records, charts, databases, and/or reports; AND preparing written documents utilizing various software applications; AND screening calls and visitors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR

C. You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
