Duties
The Change Management Agent works in the Director's office of the Regional Office to create and implement change management plans that maximize employee engagement, and drives faster adoption, greater utilizations, and higher proficiency on the changes impacting employees and the agency.
Typical duties include, but are not limited to:
- Leads the change management activity across business lines within the Regional Office (RO) and focuses on implementing changes to business processes, systems, technology, and job roles.
- Primary focus will be creating and implementing change management plans that maximize employee engagement, and drives faster adoption, greater utilizations, and higher proficiency on the changes impacting employees and the agency.
- Influences others to move toward VBA's common vision and goal.
- Assists the RO Director in assessing priorities/training and resource needs to meet program objectives through the development and execution of stakeholder communication, relationship management, and organizational change management strategies.
- Serves as liaison between the Implementation Center (IC) and the RO. Makes recommendations to the IC that may influence VBA policy and may change the direction of the strategic plan and implementation of initiatives.
- Assists the Director in developing a change management strategy to include a communication plan, implementation of a roadmap, coaching plan, training plan, and resistance management plan.
- Provides sound advice and guidance to station management in achieving the RO's objectives.
- Partners with the project management team, OI&T, the IC, and appropriate business lines to develop change management plans for each project.
- Evaluates and positively influences rollout timing and scope to suit business needs.
- Ensures that appropriate business lines are engaged in change management planning and provides detailed input to project implementation plans.
- Supports management on significant issues such as: policies, goals & objectives, internal controls, and preparation of priority reports to the Director, VACO, and OFO.
- Assists or performs evaluations of the processes of various systematic analysis of operations to determine the level of quality & management factors of all program's areas.
- Conducts the strategic communications program for the Regional Office with responsibility for developing and providing guidance involving all public affairs information, internal communications, Veterans' service organizations liaison, congressional and community relations activities and is the liaison for Veterans' service organizations, congressional staffs, community groups, professional organizations, etc.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is GS-12.
Work Schedule: Full time. Regular office hours, Monday - Friday, 8:00 AM - 4:30 PM.

Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/06/2026.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
- For a GS-11 position you must have served 52 weeks at the GS-09.
- For a GS-12 position you must have served 52 weeks at the GS-11.
- If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-11 (or higher) and the promotion potential of your current position must be at least GS-12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
MINIMUM QUALIFICATION REQUIREMENTS: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:
- Specialized Experience: You must have one year of specialized experience equivalent to the GS-09 level or higher. Specialized Experienceis experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled.
Specialized experience for the GS-11 level may include performing work that demonstrates progressively responsible analytical, organizational, and consultative skills in support of organizational effectiveness initiatives.
Experience should reflect competency in at least two of the following areas:
- Diagnosing organizational issues: Assisting in identifying operational, structural, or process-related problems within the organization; gathering and analyzing relevant data to understand the underlying drivers of these issues; and contributing to recommendations for improvement.
- Building collaborative working relationships: Supporting engagement efforts with individuals at various levels of the organization; facilitating communication and cooperation across teams; and participating in activities that promote teamwork and organizational cohesion.
- Supporting mission, vision, and goal development: Contributing to discussions or working groups focused on defining or refining the organization's mission, vision, values, and strategic goals; assisting in communicating these elements to stakeholders.
- Participating in business process or system design: Assisting in the development or revision of business processes, workflow models, job roles, or supporting technologies to improve operational effectiveness and service delivery.
- Assisting with implementation of organizational initiatives: Supporting the rollout of new organizational strategies, programs, or processes; contributing to action plans; and assisting with the delivery of training, communication, or educational materials related to change initiatives.

- Education Substitution: You may substitute education for the required experience. To qualify based on education you must have:
- Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. (Must submit transcripts.)
OR
- Combination: A combination of specialized experience and education as described above that, when combined, equal 100% of the total requirement. (Must submit transcripts.)
GS-12 Grade Level:
- Specialized Experience: You must have one year of specialized experience equivalent to the GS-11 level or higher. Specialized experience for the GS-12 level includes performing work that demonstrates advanced proficiency in organizational analysis, strategic planning, and change implementation.
Applicants must have one year of specialized experience equivalent to the GS-11 grade level, which reflects increasing independence, technical judgment, and responsibility.
Experience must include at least two of the following areas:
- Diagnosing organizational issues at a strategic level: Leading or independently conducting assessments to identify operational or systemic problems; analyzing complex data to determine root causes; and formulating evidence-based recommendations to improve organizational effectiveness.
- Building and sustaining collaborative relationships across all organizational levels: Establishing productive partnerships with stakeholders; facilitating cross-functional collaboration; advising leadership on engagement strategies; and serving as a liaison to support organizational initiatives.
- Developing and articulating mission, vision, and organizational goals: Leading or contributing significantly to strategic planning efforts; translating organizational priorities into actionable objectives; and communicating these elements clearly to internal and external stakeholders.
- Designing and improving business processes, systems, or job roles: Leading or co-leading efforts to design, refine, or evaluate business processes, workflows, technologies, or organizational structures; applying analytical methods to enhance efficiency and service delivery.
- Implementing organizational initiatives and providing guidance or training: Planning and executing implementation strategies for new programs or organizational changes; developing training, tools, communication products, or educational materials; and advising management and staff to support successful adoption.
Note: There is no educational substitution at the GS-12 grade level.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
