Duties

As a Management & Program Analyst (Disaster Recovery) (Public Notice Flyer), you will:

Disaster Recovery Program and Policy Management:

  • Provide program and analytical support to EDA's Division of Economic Development Integration and Disaster Recovery (EDI-DR).
  • Prepare Economic Recovery Support Function (ERSF) and other disaster-related training materials for EDA and other federal staff for approval.
  • Review ERSF mission assignment deliverables and lessons learned to facilitate continuous improvement.
  • Research and documents disaster recovery and resilience best practices to inform EDA resilience strategies and activities.
  • With oversight by the supervisor, develop and maintain EDA disaster recovery reporting products, dashboards, presentations and talking points, as needed, for DOC and EDA leadership. Analyze management information requirements to develop or operate program or administrative reporting systems.
  • Develop and recommend reporting approaches that better meet higher level management information needs, identifying the data required for use in the management and direction of programs.
Economic Recovery Support Function (ERSF) Procurement and Financial Management:
  • Serve as the Contract Officer Representative (COR) to facilitate EDA's utilization of contractors for Disaster Recovery Missions by coordinating and providing contracting packages, such as Statement of Work (SOWs), Government Cost Estimates (IGCEs), Sole Source Justifications (SSJs), and contracting documentation acquisition office.
  • Assist the Contracting Officer in the pre-award and post-award phases of procurement processes, including preparing solicitations and evaluating contract proposals in keeping with the terms and conditions of EDA's Disaster Recovery Blanket Purchase Agreement (BPA).
  • Provide technical direction to contract in accordance with the contract terms. This may involve clarying technical requirements, reviewing proposed changes, and assisting contractors in understanding complex contract elements.
  • Maintain accurate and complete records, including inspection reports, meeting minutes, and communication logs, to document contractor performance. These records are used to provide feedback to the contracting officer and may serve as evidence during contract disputes or performance evaluations.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Desired candidates will possess a FAC-COR Level II certification along with the below qualifying experience.

To qualify at the GS-12 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience:

  • With disaster recovery, climate resilience, and/or community economic development; and
  • Providing technical assistance and guidance to contractors and program officials (project deliverables, quality standards, and contract modifications); and
  • Providing analytical and evaluation techniques to measure/improve program effectiveness/organizational productivity.

To qualify at the GS-13 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience:

  • With disaster recovery, climate resilience, and/or community economic development; and
  • Providing technical assistance and guidance to contractors and program officials (project deliverables, quality standards, and contract modifications); and
  • Advising and developing recommendations on issues or problems; and
  • Providing analytical and evaluation techniques to measure/improve program effectiveness/organizational productivity.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Please note this position is being filled under Disaster Relief Supplemental Appropriations Act, 2023 (Disaster 23) . Employees will be hired under Disaster 23 Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
