Duties
The United States Space Force (USSF) Space Training and Readiness Command (STARCOM) at Peterson Space Force Base, Colorado is searching for a Contracting Officer Representative (NH-0343-03, GS-12/13 equivalent).
Description:
This role serves as the 319th Combat Training Squadron's Contracting Officer Representative and government administrator for a $70-million service training and operations support contract. The representative will participate in pre-award activities, such as requirements definition, acquisition planning, and contract formation processes, and will also assist with contract closeout. A key responsibility is to verify that the contractor performs the technical requirements of the contract in accordance with its terms, conditions, and specifications. The 319th CTS trains space warfighters to prevail in a contested, degraded, and operationally-limited (CDO) environment through live, virtual, and constructive space training courses. Its team of highly proficient instructors expands space system understanding by providing world-class, in-depth instruction on space systems, capabilities, requirements, acquisition, strategies, and policies to support Joint military operations and U.S. National Security.
The ideal candidate for this specialized Contracting Officer Representative (COR) role is a professional with proven experience in contract oversight, responsible for ensuring contractor performance and adherence to contract terms. This individual must possess a thorough understanding of the U.S. Space Force's training and operational doctrine, particularly concerning "Space Power Discipline Courses," which encompass satellite operations, intelligence, and cyber warfare. Familiarity with the military officer training environment is critical to effectively evaluate the quality of instruction and ensure it meets the rigorous standards for developing future Space Force officers. The COR will act as the essential liaison between the instructional contractor and the government, safeguarding the interests of the United States. A bachelor's degree in any field is preferred but not required.

Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
6. Relevant technical experience, knowledge or practical experience in technical, professional, or administrative fields that is commensurate with the responsibilities designated under the contract (Space Operations and Training) is highly preferred. Relevant technical experience can be acquired through education, job performance, or direct hands-on training.

- Must be able to obtain and maintain a Top-Secret security clearance with SCI access.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- May be required to work overtime on an unscheduled or emergency basis.
- Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
- Must complete DoD COR type A training and refresher training before contract award IAW DoDI 5000.72.
- Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
- Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
