Job Description (Please follow all instructions carefully)

Summary

This position is located in the Office of Health Services, Peace Corps' Headquarters, Washington DC. The office is responsible for developing, implementing, and monitoring the processes that support the Volunteer Health System from Pre-Service to Post-Service. The incumbent will research, develop, recommend, and implement processes or process improvements as assigned and work towards aligning them with the Peace Corps' overall business strategy.

Duties

Under the supervision of OHS Deputy Director, the incumbent serves as a strategic and operational leader responsible for optimizing all aspects of the medical clearance process, medevac process, and post-service benefits process, when necessary, with the Pre-Service, InService, and Post-Service units respectively. In addition, the incumbent displays a deep understanding of the organization's objectives, cultural norms, and the intricacies of processes as assigned from any unit of OHS including Behavioral Health and Outreach, Quality Improvement, PCMO Support Unit, Epidemiology, Health Informatics, and Financial and Resource Management units.

The Management and Program Analyst performs the following major duties:

  • Business Process Management
Serve as a trusted advisor to OHS managers and executives, providing strategic guidance on critical matters related to the pre-service medical clearance process and other processes that support Volunteer health and well-being. Proactively anticipate needs, trends, and organizational issues, offering insights and recommendations to drive process improvement.
Participate in all phases of multifunctional efforts to evaluate plans and proposals for process enhancement, implementation, and evaluation across various operational practices. Assess the impact of new program requirements and policies on process management, conducting in-depth analysis to identify challenges and opportunities for enhancement. Develop comprehensive reports and recommendations for change or cost benefit analysis.
Establish training modules/requirements for nurses and administrative personnel, ensuring understanding and proficiency in the process being addressed. Improve case management processes to maximize the utilization of systems and streamline workflows, collaborating with stakeholders to align objectives and overcome barriers to productivity.
  • Documentation and Data Governance
Oversee the management and maintenance of key performance indicators (KPIs) and their respective dashboards. These include, but are not limited to: Process Performance KPIs, Process Controls and Nurse-Admin Performance Measures. This involves regularly monitoring KPIs, analyzing performance data, and implementing necessary adjustments to ensure process efficiency, effectiveness, and compliance with organizational standards. By closely tracking and optimizing these indicators, the incumbent will contribute to the continuous improvement and success of the overall process and its components.
Develop standards for visualizing and reporting key process indicators, enabling stakeholders to monitor the process's performance effectively. Utilize tools like Power BI for visualization purposes.
Design and implement data management routines and governance protocols for processing and managing medical clearance data in collaboration with relevant stakeholders to ensure data accuracy, security, and compliance.
Develop training materials and conduct workshops to educate stakeholders on data governance best practices, fostering a culture of data-driven decision-making and accountability.
  • Liaison, Coordination and Communication
Serve as an interface with multiple offices and various stakeholders to coordinate medical clearance process or other OHS enhancements. Advise OHS management on business needs, required system enhancements, and their impact. Collaborate with key stakeholders, within and outside the Office of Health Services (OHS), to set up governance rules and oversight protocols to maintain the integrity, consistency, efficiency, and effectiveness of the medical clearance processes.
Conduct Voice of Customer/Stakeholder exercises to gather requirements and feedback, ensuring that the medical clearance process or other processes align with stakeholder needs and expectations.
Collaborate with technology teams and key stakeholders, including clinicians and managers, to develop a joint change plan for process improvements and the integration of support technologies. Conduct regular reviews and audits of process documentation to ensure accuracy, completeness, and compliance with regulatory requirements.

  • All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps.
  • This position requires a public trust background investigation.
  • This is a bargaining unit position.
  • A one-year probationary period is required
  • A one-year supervisory probationary period is required.
  • The initial appointment to this position cannot exceed five years.

To be minimally qualified for this position at the FP-2 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-3 or GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be minimally qualified for this position at the FP-3 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-4 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Time-in-Grade (TIG) Requirements:

Current or Formal Federal employees, including current Peace Corps employees, must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the FP-09 (GS-05) grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position to which you are applying.

All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

  • Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases. The FP-09 is the lowest entry-level grade and the FP-01 is the highest senior-level grade.

The minimum and maximum salaries listed on this announcement do not include locality pay. Salary will be adjusted in accordance with the locality pay of the duty location after selection.
