Duties

  • Analyzes and evaluates policies, procedures, guidelines, and administrative processes in order to resolve conventional problems and situations with readily observable conditions.
  • Conducts studies of programs, functions and work processes that are common to organizations, such as delegations of authority, routing of correspondence, work procedures, workload data, storage of files and records, etc.
  • Advises management on a variety of opportunities to increase organizational effectiveness and provides suggestions for their implementation.
  • Prepares detailed action plans and schedules for long and short-range project accomplishment and ensures that plans are consistent with BLM goals and policies.
  • Establishes a system to review, control, and report on project status.
  • Prepares directives, memoranda, policy statements and other written guidelines and recommendations.
  • Responds to management requests to analyze problems and issues.
  • Develops and presents issues to meet management needs.
  • Recommends workable solutions and management actions that are based on sound management principles and are achievable in relation to agency and bureau policy and regulations.
  • Establishes relationships with outside interests/resources to identify and develop partnerships and/or alternative funding opportunities.

For the GS-09 level position: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 grade level in the Federal service that is equivalent in difficulty and complexity. Specialized experience is defined as analyzing problems to identify key factors, gathering relevant data, recognizing solutions related to programs and functions, planning and organizing work efficiently, and demonstrating effective communication skills, both orally and in writing.

  • A master`s or equivalent graduate degree; provide a copy of college transcript(s) or
  • 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; provide a copy of college transcript(s).

Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Specialized experience is defined as reviewing and evaluating existing policies to provide well-reasoned recommendations to management officials; identifying and analyzing actual or potential problem areas, trends, deficiencies, and other factors that could impact operations; and preparing comprehensive guidance documents, in-depth analyses, and management status reports. The work may involve developing and issuing complex materials such as handbooks, manuals, instruction memorandums, and information bulletins, ensuring their accuracy and effectiveness in guiding organizational operations.

You will be evaluated for this job based on how well you meet the qualifications above.
