Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a
GS-13.
Specialized experience for this position includes: Serving as an expert in the Strategy, Quality, and the Lean Six Sigma process improvement methodologies and is tasked with solving significant issues complicated by interfaces and inter-relationships between program systems, functions, policies and other critical factors. Is an advisor employing advanced qualitative and quantitative program evaluation techniques to conduct continuous improvement engagements, analyze findings, and make recommendations on substantive operating programs that require knowledge of the mission, and organization. Formal training and demonstrated experience to the Black Belt level of Lean Six Sigma is highly desired. Must have experience evaluating the effectiveness of business programs by implementing proactive, systematic and standardized program reviews against internal criteria, procedures and industry best practices such as the Malcolm Baldrige Performance Excellence framework or other recognized Quality Management System. Must have demonstrated skills in effective facilitation of cross functional teams to elicit voice of the business, voice of the customer, and ideation information. Communication, collaboration, and presentation skills should be evidenced by an ability to work with any level and department of the organization.
