Summary

This incumbent serves as the Civilian Personnel Resources, Lead and as an authoritative focal point for DARPA's complex personnel compensation relating to the special hiring authority, the Personnel Management Authority to Attract Experts in Science and Engineering, the general schedule, executive positions, the Intergovernmental Personnel Act (IPA) the Private Sector Personnel Program, and the DARPA Innovation Fellows.

Duties

As a Management and Program Analyst at the GS-0343-15 some of your typical work assignments may include:

  • Assists the SRO Director in managing the various functional areas involved in personnel management. Responsible for mentoring/guiding junior SRO staff.
  • Develops and recommends policies and procedures that influence the management of various personnel resources and research information to be used in major decision making related to use of resources.
  • Provides guidance to employees and management on personnel matters, working closely with OGC and service providers as required.
  • Provides expert advice and guidance to management officials on intermediate and long-range planning efforts to ensure that civilian personnel considerations are examined in the strategic planning process.
  • Advises management officials concerning policy, appropriateness, and procedures for submitting recommendations for bonuses, and develops supporting justification and documentation.

Qualifications

You may qualify at the GS 15 , if you fulfill the following qualifications: One year of specialized experience equivalent to the next lower grade level (GS-14) in the federal service (experience may have been gained in the military or private sector):
  • Provides expert guidance and implements procedures for the resolution of issues that are unique or nonrecurring in the areas of organizational planning efforts, personnel management and utilization, administrative policies and standards.
  • Recommends or develops mechanisms and methods for providing special augmentation to manpower resources.
  • Provides advice for proposals involving frequent changes in staffing; functional reassignments; and personal management and administrative improvements.
  • Preparing briefings, presentations, and other high-level documents in support of technical programs, special projects and studies.
  • Provides guidance to managers on civilian personnel actions in an experimental arena which operates entirely outside the realm of established Federal civilian personnel directives and legislation.
