Duties

HRA/OCHCO is seeking Management and Program Analysts who provide coordinated, cross-functional support for complex, enterprise-level human capital programs. Incumbents will perform advanced analytical, project management, and operational oversight tasks that improve program accuracy, ensure compliance, and maintain organizational performance. Responsibilities may include managing workflows and operational processes, reviewing sensitive HR program actions, conducting technical and quality assessments, interpreting and advising on human capital policy, preparing executive-level materials, briefing senior leaders, and utilizing automated HR and project management systems. These positions are ideal for adaptable professionals who can independently handle diverse assignments in a fast-paced, mission-driven environment.

Major Duties:

  • Keeps management, department heads, and employees informed of issues, trends, and developments of programmatic issues that may affect the organization and plans for adoption of ideas and best practices.
  • Recognizes potential improvement opportunities and advises management of these opportunities.

  • Analyzes individual programs, functions, and organizations at the national level to determine whether programs in current use are effective in accomplishing objectives.
  • Provides technical guidance and assistance to subordinate co-workers in the analysis and design of programs and procedures to resolve problematic issues.

Work Schedule: Monday - Friday, 8:00 am - 4:30 pm; or as negotiated.

These positions offer Management and Program Analysts the chance to influence essential HR operations and support organizational change through strong analytical, technical, and project leadership skills. Selectees will work on initiatives across the entire human capital lifecycle, including staffing, workforce planning, organizational effectiveness, employee relations, compliance, and program evaluation-while maintaining accuracy and following established standards. Successful candidates will use sound judgment, project management skills, and advanced evaluative techniques to deliver reliable, efficient, and mission-aligned HR services across the Department.

The Management and Program Analyst develops long-range plans, goals, and objectives that support organizational programs and strategic priorities. The position sets criteria for evaluating program effectiveness and conducts studies, reviews, and complex projects to assess operational performance and identify opportunities for improvement. The analyst also redesigns organizational programs, processes, and procedures to boost efficiency and align with the mission. Additionally, the role involves developing and analyzing data extracts, reports, and dashboards for a large office, as well as creating effective methods to interpret and translate data into actionable insights for smaller organizational units.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
